Yes very important, safety is important for equipment and the operators. Here is why it. for the STAR DELTA case assuming the star contactor fail mechanically in the closed mode, Delta contactor still ENGAGE if your circuit isn't interlocked, but if interlocked even with a mechanical failure the Delta won't ENGAGE. it can only run Delta or Star but not both at same time. op that helps.

Your circuit is wrong! What you have done is suppling control circuit from the timer NC, that's why the circuit runs in star but when the count down is done the entire circuit goes off. Not that the Timer only should control star and delta contactors but not the main. Your circuit should work in this configuration, When start button is pressed , the timer and star contactor should come on and then main contactor after the timer count down star contactor should go off without causing any problem then the delta come in. There are some contactors like the joy which do not have normal closed terminal where do you connect when u want to connect the star to the main contactor in ur wiring diagram

No....... and its because star-delta only used on the high loaded motor. when the motor is driving a big load it draws a lot of currents, that why we can't start it with DIRECT ONLINE it can blow easily. single phase motor is rated low. there is no need to start them with star delta.
Sizing the contactor is entirely depends on the current demand of the load For example, if your motor draws 15Amps then you would give it a contactor of 30Amps but I don't really see a 30A contactor, therefore, 45Amps is good for a 15A motor. OP that helps.

The star contactor engages first, then the main contactor.... and to achive this ...the coil wire of the main contactor should go through the NO of the star contactor such that when the Star closes it's contact the Main contactor engages also...............op that helps

There is auxiliary contact that is hooked either on the top or sides of the contactor. Avery type of contactor big or small has that capability.

How many seconds do you adjust the timer on before switching from star to Delta
That normally can depend on the number of factors that ill discuss incoming video but 10-15seconds for most stuation can do.
