200% gonna go with Most Wanted for this one. Those corvette interceptors at heat 5 get real nasty when they come in packs and try to box you in. Heat on the other hand's got some really crazy tough cookies, but they'll chicken out when you jump over jump ramps or go 200 MPH+. Even if they do attempt the jump ramp, they crash instantly.
Nah Rivals has much more advanced AI cuz they need to use weapons too besides racing and you have a health bar which means that the cops are hardest in RIVALS

After repairing your car while spamming 3 pursuit techs, you can simply just turn around. Oh wait, there's more😈 if that is still not easy enough you can just run back to the safe house and defend yourself from anything that is thrown at you. So maybe it's not the game that's hard. It's a skill issue
Def Heat, because of the life bar system. In Most Wanted you will be alive after crashing all around, in Heat eventually you'll take some punishment in a row and go gg

Rivals' Heat 10 cops are probably the hardest; I still get suprised if I manage to evade them. Also, it's impossible to camp a gas station since they'll just box you in at some point
For future reference, but I doubt you gonna remember, if you wanna lost the cops relatively easy, go to the race track oval stadium. Just go round and round, also you can keep jumping the ramp that sends you out of the racetrack and then just go back in. You will end up losing the cops cause you can keep hitting them and there's even a gas station right outside if you need it. Plus, no rhinos.

The modern game cops have no other strategy than hitting you over and over. Avoiding them crashing into you is pretty much impossible and so the cops are difficult but lack any kind of excitement for me

Well, that goes out the window because Rivals dethroned it for being the NFS game that had the deadliest cops after HP 2010/Remastered.

I’m more confident that I could escape a Heat 5 chase in MW with a stock Cobalt SS than Escaping a Heat 3 chase in NFS Heat with a stock 180SX. Most Wanted’s police are much more predictable and also a lot dumber especially in smaller numbers. MW uses overwhelming numbers to try to get you to make a mistake. In Heat, the Police are fast, and hit really hard and can wreck your car in a few good hits while you do more damage to yourself trying to fight back against the cops.

The game is generally harder with weaker cars, when you get like 300 level cars it's the point when it gets easy
