Most of these laws are liabilities that only prolongs a war. A competent army will either fight a short but extremely brutal war, or a long but slightly less brutal war, and the former should be the norm.
To be fair to Isreal. They are fighting a group of armed people that also doesnt really follow those same rules. Plus Isreal might also have given warnings to the civilians in those areas, but the group they are fighting either A) Forces the civilians to stay. Or B) Not giving the information to the civilians in the effected areas. Beside, in a place like Gaza, it can be hard as not to have 0 civilian deaths by military actions. There will have some civilians caught in the crossfire. Also, dont forget that Russia, and at this point I guess Ukraine as well, also does the same. And dont forget with USSR during WW2. Especially when the Germans got closer and closer to Stalingrad. On the other hand. I do feel like there is missing some more rules that The Analyst havent covered.
