I don't think we'll need to worry about the PC playerbase like how anime fighters would typically struggle. FighterZ and Xenoverse 2 both have pretty decent player numbers even now several years later

7:25, you might be confusing the meaning of mode and stage, these can easily just be stages. Tournament MODES make me think 1v1’s, 2v2 tag teams, free for all’s, things like that.
I'm still skeptical. They did release a specific video talking about different game modes and didn't cover any tournament modes. They also never added an offline tournament mode to DBXV1 or DBXV2 or Kakarot, even though Kakarot doesn't really have this rooster of different playable characters, so it's not too surprising. But I'm quite sure that it would have made a lot of sense to cover tournament modes as a playable game mode in a video specifically about the game modes. I wouldn't take tournament modes as a confirmed game element, just on the base of a written sentence in the game description.
Raging blast 2 had a tiurnament mode with max 16 contestants. Going by the number of characters in sparking zero I'd like to see a tournament mode with max 32 contestants

would be cool if a game mode simulated at least partially the power levels of the characters (obviously just partially or if you pick Krilin you shouldn't be able to do nothing against Jiren for example). There was something similar in Dragonball Z ultimate battle 22 for playstation 1. Every character in this mode should have health, speed, attack power etc in line with his power level.

Those PC specs are very low requirements. The recommended GPU is a high end card from 2012 just to give you perspective. It's faster than a PS4 but this is considered low end today in terms of GPU power. No one should have issues running this game. Honestly it looks low end enough for the PS5 and Series X to have a 120fps mode built into the game
