Thank god I wasn't the only one who couldn't find him. I was trying to find him all over the place. Actually I found him he's in the left side of the arcane moorage space anchor in artisonship commission area. You don't need to talk to him you have to finish a world quest called "A teacher and a Friend" for him to spawn in that area
@@Yuna-ehe after you finish main quset. first u much to talk to Mr.Yungshu in the fornt of univeraity im not sure what is univer name but after u take to him u can go to location of puzzle and see Mr.yangshu Im not sure about his name and name of location maybe is worng

i thing we much to talk to npc to open any quest or puzz in the forn of university(im not sure what name location) finally after we talk to him we can see him at the puzzle spot this is my way to find and open puzzle hahaha i finish main quest but i never talk to him So after i talk to him i go to puzzle location and i see him stand at here hahaha
@@cafevity He didn't appear on mine either lol but I found him. Open the Artisanship Commission map and go to the Space Anchor: Arcane Moorage (it's to the left of the map). Once you're there, turn 180 degrees behind you and he should be standing there by one of the ships. Initiate conversation with him about anything and he should appear at the puzzle location (nearest Space Anchor: Passage to the Finery Foundry).

if your settings are set to "very low" it doesnt show the ones that can be moved, if you change it to low setting it should show up
