a really neat thing for flavour would be to return an artifact to its owners had, because it's like him not approving of something which feels really cool. i would have definitely thought azorious as narset is rotating out.

i think he is the reason Tezeret is here - Tez wants to use him to find any weakness in big Bolas - but i get the feeling that this guy might replace Tezeret as Nicol Bolasses right hand man... we might get a U/B corupted version of him in a future set
I'd find it much more interesting if he were a BU Walker who works for Tezz and can evade Jace's mind reading, leading the Gatewatch to a trap set by his boss, Tezzeret. As a new face, he'd have a much easier time of it. Otherwise, I'd say Azorius too

Look at all of the red hints in Dovin Baan's art... then remember that "evil Tezzeret" had that same kind of wispy red coming out of his metal arm... I doubt that this is a coincidence.

My guess is we get Chandra, Nissa, Dovin and Saheeli in Kaladesh. Then in aether revolt we get Tezzeret and maybe 1 or 2 of the other gatewatch
I reckon his abilities will be based on looking at the top card of library and looking at hands

Dovin seems to be more of an esper type of planeswalker. With his chaotic good personality, I think esper's colors will suit him well.
His personality is as far from chaotic as posible and I can´t really see the good in him. I´d put him at lawfull neutral.

Blue white makes since because that color hasn't been covered by planes Walker yet in Kaladesh pw cycle and white is the color of order

I think you read too much into the color. Besides, Baan's glow is lighter and not as wispy.
