@@Paganizondaf650 NO. Those guys take the risk of tickets. Every car without exception needs a front and rear plate. This Toyota does not because it is registered in South Dakota and they don't require two plates, but he does need to display the rear plate, which he doesn't seem to want to do.
I know you thought about it put the airbag lift system on. Velcro the license plates on. Put the long Muffler pipes on with orange flags on them. He be driving all the time.
