I think the difference in the acceleration of the rotors is absolutely insignificant. In addition, the rotational speed of the motors is quite accurately controlled by two equally calibrated ESCs.

For the Federal Signal 2T22, it maintains the minor 3rd interval since both choppers are in sync (driven from the same motor) So are the famous British WW2 air raid sirens, those maintain their bone chilling minor 3rd harmonic.
Would it be legal to build one of these? My area uses an old air raid sirens for tornado warnings. I don't want to get charged with causing a public disturbance or something.
It's not a bomb. Yeah, it's legal to build one, but depending on where you are using it, it can't possibly be legal to use without breaking laws relating to disturbing the peace and some more specific laws regarding the use of loud devices in public areas and subdivisions.
That's great and all, but you didn't list the complete bill of parts required. What size screws? What size bolts? What size nuts? Doesn't do anyone any good if they have to guess to finish your project.
I know I'm 10 months late, but take a look at the WWII air raid sirens from the UK. They looked more or less just like this one (fully open) and just mounted on street lighting etc.
It's not just a siren, it also drops a sick beat before blasting away
