Pretty sure when the Pixel 8 was new, it casted everything without a problem. Then they introduced the menu about choosing to cast either "Everything" or "A single app." Doesn't matter which you choose, the phone won't cast. 🤬 In Settings > Google services and preferences > all services, devices and sharing > Devices, the TV doesn't show up, so that's part of the problem. VLC and the RUclips App have their own casting functions. They can get around the Pixel operating system. Too bad Google can't get around their own operating system. I wonder if purchasing a Chromecast dongle for the TV would work. But there's a conflict of interest -- as long as Google doesn't fix their casting problem, they're making money on selling dongles. So why shouldn't they drag their heels on fixing the casting problem?
Using a USB-C hub with a display output or a thunderbolt enabled monitor, you can mirror the phone's screen in a higher quality or even have a desktop mode. I was really surprised about it as I didn't even know my Pixel 8 had this before I looked up the videos. But I'm not sure about the video modes and output resolutions. I managed to get only up to 1080p@60 with my cable. I hope Google will actually put some effort into it on the later Android feature drops as it has a potential of replacing your Chromecast with Google TV in your office for example.
Some TVs may require you to enable Miracast or Screen Mirroring before you can mirror the screen. To learn how to turn this feature on, refer to your TV's user guide.

You need a TV with GOOGLE TV or a Chromecast device.
This is why I'll never buy Pixel phone again, why would I need to buy a chromecast to mirror my phone?

When you are in an app that support landscape orientation, it will fill the screen.

How do you get chrome cast on a non smart tv
It plugs into the hdmi port. Once connected then switch to the input/source that the chrome cast in plugged in to.
That's casting not mirroring. Casting requires additional hardware, mirroring doesn't.
