Can be done using Terry Yuan's HRE capital exploit (ruclips.net/video/9msnij-vYlM/видео.html), I'm tempted to play a run like that at some point. Edit: oh crap, it got patched.
Less annoing and usualy faster way is to go decentralised and use CB to force any country with capital in europe into HRE, then "lose bunch of wars to OPMs" revoke decentralised path and go centralised in matter of years. this way you do not need to touch anyone in europe and expand into other continents so you can milk 2-3 authority a month
