No. First off bounties do not directly correlate strength. The reason his bounty was so high is likely because he messed with the Goza Kingdom, a place important enough for a Celestial Dragon to visit and to have a seat at Revarie.

It would be cool to see a battle royal of East Blue's Strongest. Higuma and his bandits, Arlong Pirates, Don Krieg Pirates, Black Cat Pirates, Alvida Pirates both pre and post fruit, Buggy Pirates. Rewind time a little and imagine a Marineford war but with these guys as the top dawgs. With Smoker being the lone admiral, and Axe hand being a vice admiral of East Blue. Arlong and Don Krieg are like the East Blue's Kaido and Whitebeards. Strong crews. Strongest Captains. Kuro is like a warlord. Buggy, a man who actually ate a devil fruit (and eventually alvida). Higuma an up and coming pirate. One way I would narrate it. Don Krieg has a huge advantage in fleet, but due to carelessness in underestimating and being ignorant if fishmens true power in water has half his fleet wiped out by fishmen creating currents to destroy ships. The battle gets taken to land, the commanders of each crew square up. Alvida and Higuma, eventually, are taken out. Mid battle alvida finds her slip slip fruit and gets the upgrade. Buggy, too knowledgeable about fishmen to fight on sea and lose unnecessary troops, and after surprising everyone with the power of his muggy ball and devil fruit, has alvida and higuma decide to ally with him (with higuma ultimately planning a betrayal that will fail). The Kuro Pirates put up a decent fight, but seem to eventually be outclassed. Then Djangos hypnotism gives them an upgrade, including Kuro. Arlong and his crew (including Momoo) are just too unbelievably physically dominant showing everybody the power of the grandline. Don Krieg is managing to hold his own thanks to his being ridiculously durable and strong for a human, his armor, and especially his cunning tricks like poison which are affecting the fishmen though not putting down the commanders. Finally, at the end, Smoker, Hina arrive (functioning as the equivalent as admirals). Axe Hand Morgan, fullbody, and Tashigi as well functioning as Vice Admirals. Daddy the father functioning as a bounty hunter/Warlord hired by the Marines. And fleets of Marines. As the lurking legend Red Leg Zeff watches from the den den mushing broadcast, and East Blue media commenting that this is the war of the greatest of East Blue that they've ever seen. Then Higuma whips out his brown haki... (No jk)
Higuma purposely keeps his bounty low so he isn't targeted by Imu due to his brown haki. The only reason Shanks is still alive is due to Higuma holding back against him in their first encounter. Fun fact, Shanks isn't the one who scared away the Sea King, it was Higuma.
The baseball guy had such a low bounty cause alot of the stuff he did in baroque works went under the radar and the cat guys where jumping zoro and he only was losing cause he had one sword when he got all three back he one shot an amped version of the tanky cat guy

The black cat pirate was probably considered 'disband' after kuro fakes turning himself in so their bounties probably didn't get updated, crocodie was a shichibukai so his bounty became a static, the same probably applied to his subordinates.
Plot twist: he survives the sea king attack by living in its stomach for a few years and will make an appearance later in the story when he hunts down Shanks for revenge.
Em.. Why did I think he was dead? I just remember Luffy said before he fell in the ocean something like “i hope you die”. Then suddenly out of nowhere, sea king appeared and took his life forever.. Maybe this was foreshadowing for Luffy's power. Just my theory though..

I always thought Higuma's bounty was so high because he is camping on an important island for traders. Mainly as a pit stop. We don't really see cities on that Island but it is apparently a stones throw from major ports in the east blue. The island could easily be a rest, repair and restocking port for several trading ships and while they are staying there Higuma has ample opportunity to rob and extort them.

I wouldn't be surprised if he was dangerous for the East blue and even the scariest person who stayed there at the time (not including Don and Arlong who came out of the grand line). However, I think Dragon being from the East blue and Roger also being from the east blue was what caused the East blue to be weaker in terms of pirates. But it doesn't really matter what we think because we only see him stand against Shanks. You could put anyone prior to the grand line against Shanks and it would look like a mountain next to pebbles. However, his bounty being that huge and his cockiness against Shanks could be seen as evidence that he kicked the shit out of pirates when they come around as well as marines. Otherwise he wouldn't have gotten that huge of a bounty, especially considering the comparisons shown were all pirates/assassins that travel and have more opportunities to build renown. We can also make the assumption that it's high because the marines in the East blue just weren't up to snuff considering Morgan was beaten by the kitty man and the rest up to Smoker were crazy weak. We can't simply think he was weak sauce just because he was found in the beginning and got dabbed by Shanks and the beast who was able to take Shanks' arm. Yes even Luffy beat that monster as he left but Luffy didn't even have to take a while to heal up after a fight until the Crocodile arc and didn't have to come up with new tactics until water 7. So Luffy isn't a great comparison either starting his journey only after being strong enough to beat a Warlord with nothing but his fists and some water

Bounty is not related to strength, stated in Sabaody, but to danger for the government. Kid was higher due to civil crimes, and normally they are related to the danger they cause to the Government. So maybe he was a bandit with a bad rep, even for having lots of men at service or because causing trouble to authorities.
first Mr2 is part of a warlord faction meaning his bounty is paused second B.W is highly secretive to the point most people don't know they exist including the marines

A yonko's power is based on the accumulation of their territory, manpower, and of course personal power. With Mihawk being one of Buggy's, you'd think that would be accurate. No one on Luffy's side is going to beat Mihawk just yet.

higuma is yonko level because he escaped shanks entire crew which must mean he is faster than all + better obs haki. also the sea beast had to swallow him and eat him whole so that means if he bit him higuma would insantly oneshot it after breaking its teeth from sheer durability (at least low yonko durability)
I always thought East Blue was the weakest not because it’s “weak”, in general, but that it’s “not as strong as…”, in comparison. As in, a professional athlete at the bottom is still a professional athlete, you would still acknowledge they’re good at what they do, but you know they aren’t as good as the MVP.
Bounties doesn't show the power levels ,it shows how much world government and marine cobsider you as a threat ,if they think that you are big threat ,your bounty will increase for sure if you just do some small ruckus ,(prime example - buggy)

Bounties do not represent strength they represent the threat the pose. Kid's bounty was higher then Luffy's before the time skip yet they were probably around the same level of strength. The only difference was that Kid would attack civilians as well as other pirates and marines while Luffy focused on other pirates and marines. Every person Luffy beat in a fight throughout the story had a higher bounty then him. And the east was see as the most peaceful ocean since Roger's time hence why that's where he was executed and it's Garp's home terf.

If we're a REAL reader/viewer of One Piece, we'd know for sure the REAL reason why someone has a high bounty.. a high bounty doesn't mean you're STRONG. There are lots of factors that contribute having a high bounty.

I wouldn't be surprised if he was dangerous for the East blue and even the scariest person who stayed there at the time (not including Don and Arlong who came out of the grand line). However, I think Dragon being from the East blue and Roger also being from the east blue was what caused the East blue to be weaker in terms of pirates. But it doesn't really matter what we think because we only see him stand against Shanks. You could put anyone prior to the grand line against Shanks and it would look like a mountain next to pebbles. However, his bounty being that huge and his cockiness against Shanks could be seen as evidence that he kicked the shit out of pirates when they come around as well as marines. Otherwise he wouldn't have gotten that huge of a bounty, especially considering the comparisons shown were all pirates/assassins that travel and have more opportunities to build renown. We can also make the assumption that it's high because the marines in the East blue just weren't up to snuff considering Morgan was beaten by the kitty man and the rest up to Smoker were crazy weak. We can't simply think he was weak sauce just because he was found in the beginning and got dabbed by Shanks and the beast who was able to take Shanks' arm. Yes even Luffy beat that monster as he left but Luffy didn't even have to take a while to heal up after a fight until the Crocodile arc and didn't have to come up with new tactics until water 7. So Luffy isn't a great comparison either starting his journey only after being strong enough to beat a Warlord with nothing but his fists and some water

Bounty is not related to strength, stated in Sabaody, but to danger for the government.
Kid was higher due to civil crimes, and normally they are related to the danger they cause to the Government. So maybe he was a bandit with a bad rep, even for having lots of men at service or because causing trouble to authorities.

higuma is yonko level because he escaped shanks entire crew which must mean he is faster than all + better obs haki. also the sea beast had to swallow him and eat him whole so that means if he bit him higuma would insantly oneshot it after breaking its teeth from sheer durability (at least low yonko durability)
I always thought East Blue was the weakest not because it’s “weak”, in general, but that it’s “not as strong as…”, in comparison. As in, a professional athlete at the bottom is still a professional athlete, you would still acknowledge they’re good at what they do, but you know they aren’t as good as the MVP.

Bounties doesn't show the power levels ,it shows how much world government and marine cobsider you as a threat ,if they think that you are big threat ,your bounty will increase for sure if you just do some small ruckus ,(prime example - buggy)

Bounty is measure how threat you are or how many trouble you made.
Bounties do not represent strength they represent the threat the pose. Kid's bounty was higher then Luffy's before the time skip yet they were probably around the same level of strength. The only difference was that Kid would attack civilians as well as other pirates and marines while Luffy focused on other pirates and marines. Every person Luffy beat in a fight throughout the story had a higher bounty then him. And the east was see as the most peaceful ocean since Roger's time hence why that's where he was executed and it's Garp's home terf.

Not sure if it cannon but Zoro defeat an 10 million bounty one before joining Luffy, Mr.4 is 3.2M because he not seen as an threat due to his intelligence(this is official can't remember where I read though probably the wiki or was it say in the manga). Even Mr.3 say he defeated someone of 42M bounty despite being 24M himself
If we're a REAL reader/viewer of One Piece, we'd know for sure the REAL reason why someone has a high bounty.. a high bounty doesn't mean you're STRONG. There are lots of factors that contribute having a high bounty.

@@fum97 Doesnt change the fact that shanks base durability was low enough to low his arm to it. For example during whole cake. When luffy got beat up by sanji. Afaik sanji wasnt holding back. And luffy didnt use haki. And luffy survived that with no permanent injuries. And sanji at that point would be way stronger than the fish. Which in turn would mean luffy could tank attacks from the fish without any issue. So that would mean luffys durability during wholecake is better than shanks during start of series
