In this case the word is Empire. Empire can mean Empire total war (a game in which gunpowder units are absolutely crucial) or Sigmars Empire (one of the factions that rely most on gunpowder). The fact that there is an ambiguity in meaning there, and that the original statement "When you're playing Warhammer 2, but you decide you'd rather be playing Empire." was intended to be humorous means that it was, in fact, a pun.
Think it's an unintended pun bois.

This is why.
It...makes sense. ALL GUNNERY wrights have a buff for range, two times of bombs for AoE and slow, and can refill ammo.
At higher levels they can extend range and have shotgun.

AgustinBre gunnery wights are easy to max out for maximum ammo.
If you have 20 of them, they can
Spam bombs
Spam slow bombs
Extend their range
Make their range attack’s have spread
Refill ammo
Buff each other up for more damage
They’re nearly enough DAKKA

I'm happy to see my vampirate bois get some love. Having access to both gunpowder and monsters is a such a silly combination that I love so much.

This actually reminds me of the old rome total war warhammer mod, where youd basically get a few units of skaven jezzails and just tear down the world by standing there shooting because they were so op

Big advantage of a hero-ball army: you can detach the heroes and move them back in the army to instantly heal them full (if they didnt fix that yet)

Honestly, this feels way more accurate for a Vampire Coast playthrough, Luther and his ghoulish crew adventuring through Lustria in search of the Lizard Trinkets, Pirates of the Caribbean Warhammer Edition.

Watch as a bunch of rock throwing lizards meet undead 24th century firepower. In other words watch this mad lad do the Alamo every goddamn time
so these guys are basically the heavy gunners from shogun 2 but more balanced.

Without the mod this would take generations to be able to build. You get one Gunnery Wight per lord that can build ship parts. Even with the recruit defeated LLs allowing you to get the rest of the pirate gang (I don't think they confederate) that still only allows the four from the techs, and the four from Cylostra, Saratosa, Luthor, and Nocti. That's only 8. Now if you can recruit more than that through events, but the likelihood of getting 12 of those events, and all AFTER you make your LLs and TTLs expand the cap and recruit one is very VERY unlikely to happen, even in a 300 turn campaign.
It IS super awesome though.
