GPU Scaling worked for me!!!! Thank you so much for making a video with multiple options like this! This problem has been bugging me forever and everything I looked up only gave the simplest answer and no other things to try.
Mine was bad enough that I wouldn't just drop frames, instead my secondary monitor would just freeze entirely.

and what about the aspec ration no scaling or aspect ratio
the main problem i have in game is i will drop 5 to 25 fps and that causes a stutter ingame

I was able to download profile inspector by itself and when i went to common and then single gpu accelleration, mine was already set there but was grayed out. does this mean its in effect or not?Tho after running the program and playing a game that it usually has stuttering, didnt seem to do it, so not really sure if its working or just a time where it didnt stutter.

bro i have this problem but in my case it's 75 and 60 hz but i fixed it by overclocking my other monitor to 75hz and then after i get another problem. when i using obs for recording the obs can't capture that 75hz monitor correctly the recording is laggy and choppy
so i set those tow monitor to 60hz and then it's perfectly fine for some day and then i see another problem which is i don't know why? the problem is when i use obs for recording sometime and in some situations the capture was so laggy like 5-10fps but this
is the problem of capture. obs is still recording at 60 fps but that's a laggy capture it's only happen when recording a game play

done all this and doesn't seem to be a permanent fix. Currently i'm playing black desert and watching this to try and fix it and and it has put my main monitor back to 144hz but it seems to do it randomly when i go back to youtube or some other window if its going to cap to 60hz or not. but it's strange, applying the steps listed sometimes works, sometimes it doesnt.

I used all three of them but unfortunaly it still stutters randomly, not constant 60 fps but its never 144 all the times as it should be. And that is when the cursor is in the first monitor, when in the second it stops to 60 anyway.

i had already disabled hardware accel on chrome and my nvidia profile inspector setting was already set to single display for some reason, and option #2 didn't seem to do much... i game at 144hz, the fps within my game are in the 800's, but as SOON as i unpause playback on any videos on my second monitor it bottlenecks my framerate down to 60, are there any other solutions?

AMD catalyst will be the equivalent to the nvidia control panel and it should be under the 'my digital flat panels' tab then properties. I selected gpu-upscaling for both monitors as well as maxed the frame rate in the performance tab. I also enabled smooth video playback as well as 'apply current video quality settings to internet video' under the video tab. Hope that helped fellow AMD brethren since i've only seen nvidia homies with this problem too. Also another tip i've seen is to set your hz to 120 but you won't get all your frames.

For anyone looking in 2023 and beyond: AMD Catalyst is now AMD Adrenaline. I fixed the stuttering issue by turning off AMD FreeSync on my 4K 60hz monitor (that doesn't support FreeSync). Inside AMD Adrenaline, go to the gaming tab, pick the game and then chose the monitor (1 or 2 on the right side), then turn off FreeSync right below it. Fixed it immediately for me. Now you cana turn off FreeSync gobaly for a monitor in the settings but I somehow still had to turn it off for every game manually

I stopped all kinds of services to fix the CoD MW crash and then after stopping Nvidia services I lost track of my Nvidia control panel access...
turning them back on and going step 3 solves the problem.
Btw before the solution my game works smoothly on the 60hz monitor (being at really 60fps) but also having 60fps on stats but stuttering like ~10fps on the 144hz monitor. However playing in fullscreen (instead of windowed fullscreen as I need macros to work) OR having it left in the background OR if I am playing videos (and only with videos playing) on my chrome gives the fps back to over 144, which kinda feels weird
