There has to be a person charged first, with a name and identity then the Marshalls can go find their person. But they don't do any investigative work(only in extremely rare cases they do) into the actual crime, homicide detectives with the local PD have to get their person first and can ask the Marshalls for help in tracking down the suspect(s)...
