Sergey- You might be interested to know that one of the most exclusive areas in New York City also has bad roads! Many years ago, when I lived in the Bronx, I discovered that the section of the Bronx located next to the Hudson River, know as Riverdale, has a "green zone" where many very wealthy people have large mansions. It is an easy communte into Manhattan from this area. The way that these rich and powerful people protect their privacy is by deliberately NOT maintaining the local streets so as to keep curious outsiders from entering their little piece of paradise near Manhattan.
+bob lacks They do that in the suburbs too. One nice town near me had this bombed out road that I wouldn't even dare drive a beatup $500 snowjunker through, Find out it leads to an area with super expensive mansions. They must all use RangeRovers to get out.
Willets Point was, and maybe still is, infamous for having a lot of "chop shops" - car repair place that take stolen vehicles, and dismantle them into parts to be re-sold. You're right, that Willets Point is a truly bad area of the city in terms of infrastructure. Just near Willets Point is College Point, a very working class area of Queens.
I just had my exhaust fixed here yesterday. Friendly people, good prices, fast service. Just because something isn't shiny doesn't mean it's the worst.
great video, good to see its still there. I have been facinated by this place for years. I went for a visit there myself in dec 2016 while i was in NYC. I actually walked into the shop at 3:38, the place was packed with workers having afternoon beers. So I stayed and had a few and talked to some of the friendliest people i came across in all of nyc, not only that beers were about $1.50 each.

People in lower Manhattan are furiously trying to block it. If you walk around there, you might meet someone with a petition against it.
