Nobody "deserves" anything in F1. Bear in mind that they say the same about almost all the drivers - that they "deserve" a better car to prove their talent. The cream always rises to the top. " Ferrari need to step up" Sigh. All teams have that as their goal. All of them want to be champion. Given the new regulations with limited team budgets I'd say 4-5 teams can "step up" and becoming champion next year. And when you get closer to the top it's becoming very difficult to just "step up" with others being hellbent on being on top too.
Even the great Schumacher needed 5 seasons with Ferrari before making that final "step up" to winning his first title with them. Him and his engineers worked incredibly hard to get to that position. None of them just "deserved" it.

I consider Charles my favorite young driver in F1. His talent is extraordinary, & I KNOW he has WDC potential. However, I must admit that I overestimated Charles when he came into the sport. Not his talent or physical driving abilities, but there was absolutely nothing in his personality or mannerisms to suggest he's such an emotional, aggressive driver as what he is. He's WAY too aggressive at times, & struggles to keep his emotions under control in the face of adversity, & I wasn't aware he had such weaknesses. & that shows no sign of abating thus far. He MUST get that under control. It's holding him back.
