I don't understand why there is a shoulder on the first gear cut. It looks like it is only used as a back stop for the gear and is largely cut away with the hob cutter. If that shoulder was eliminated and replaced with a snap ring than the forging step could probably be eliminated completely and the shaft could be machined from round stock.
It looks like the raw bar stock is coming from a steel mill. Why not order it on rounds closer to the final shape? The blanks could be sheared to length far cheaper than the method used here.
