The first due is a truck, not an engine company?
In the United kingdom the truck company is usually considered as a platform vehicle/ladder unit. The platform unit is usually just for aerial firefighting and rescue and always needs an engine which is a rescue pump or pump ladder etc responding with it. Now I will get to the point with the response, I think the ladder truck is going in front because this isn’t the closest station to the incident so there will already be a engine from other stations and they are just responding to support as Colchester is the nearest ladder unit. The ladder unit is only called if it is in an area that is hard to reach by standard ladders on other engines. In Shropshire I don’t know how the platform truck support convoy is but usually in the UK it’s ladder truck first. In the mean time from what I have heard is that trucks are also have things like cutting equipment but I may be wrong on a lot of it. Sorry for the long explanation, hope this helps
