Good question! One way is to save the document that has the custom filter, and if you create an object in that document and apply the filter to it, you can copy and paste the object into another document, and it will also copy over the filter. You can then delete the copied object in the new document. But this guy shows another way, which requires editing Inkscape's filters.svg file (easier than it sounds): ruclips.net/video/vXEPm4I3StQ/видео.html

Things changed a bit in 1.3. Turbulent size = 2.7 now and displacement scale is now 2. (YMMV) My page size is 720x480. Dont know if that makes a difference. Still a cool effect!
