Automation is coming whether workers like it or not. It's been that way since the days of the textile mills. The issue with automation is that unless it can literally be done overnight with no snafus, the capital outlay and risk of disruption to port operations is not insignificant. Especially since a disruption affects the broader economy that is dependent on importing and exporting goods and commodities, rather than the damage being confined to a company in a single economic sector.
Basically, if automation seemed viable, it would have been pushed through by now. That it hasn't been suggests greater considerations to implement it exist beyond the union and companies being at odds over compensation.

That includes the companies who would buy said robots, because they will still have business expenses and need revenue to recoup their investment, afford essentials, and hopefully earn a profit.
'Zero cost' labor ceases to be an advantage if every business can do it, and then face declining earnings because fewer and fewer humans have money to spend, causing an economic collapse as businesses go under and start pulling other parts of the economy down with them.

That tax can then go solely to either paying for services like unemployment that automation brings and or lowering national debt.

There will be automation, you can't stop that (since you can't expand port size, it's the only way to handle more cargo), union should instead have a demand that if automation it needs to basically retrench the position it replaces at a salary that the worker can spend like 10 years searching for a new job.

Automation wouldn't be so bad if it actually increased productivity and output by having it coexist with the actual workers rather than completely replacing them, in effect doing the same work with a small amount of productivity increase and not having to pay workers wages. While these workers are ultimatly worried about their livelihoods, automation in order to replace workers with effectic slave labor will only hemorage the economy in the future as it relies on people earning enough wages to spend on goods the require and want. This increases demand then supply and that detrmines the economic outlook.
