Not only he's the best character on B3, he's ALSO the BEST character in the GAME in BT3 in competitive, Cell really dominated the PS2 era. Pure perfection.
As far as I know, the absolute best character in BT3 PvP is LSSj Broly, 'cause of his "armor" (he doesn't flinch when hit). But he's banned for that exact reason. Under him, SSj Trunks (armor), SSj Future Gohan and Perfect Cell are considered the best competitive characters for PvP.

That's mainly reserved for Perfect Form Cell (barrage death beam my beloved), but his 2nd form also isn't a bad pick at least some time ago, don't know if his life drain setups are as compelling now. Oh and a fallback plan to go to perfect form if you're willing to sacrifice stocks for hp and the good tools
For as complicated as a lot of Budokai 3's skillsets, mechanics and moves/combos are, I think there's something beautiful about how simple Cell's strengths feel by comparison.

everytime i played the cell saga as a kid in DU, or even in world tournament i knew he was a problem. Goku is my main tho, so i’m not struggling too bad…(or just spam ki cannon with uub, if you know, you know lol).
Well, actually, B1 Cell wasn't the best character of the game. He was barely usable. He felt a lot stronger because you were using B1 Teen Gohan, which was literally one of the worst characters in the game.

Cells just a top tier character in most DB games, he has such a GREAT variety of moves with different properties and as well as that he’s always one of the faster characters in whatever game he’s in

A little difficulty hearing you at times behind the accent and whispering, but I'm not holding that against you when the examples given were both descriptive and yet concise. They show what they need to show, they show what's possible and why it's so great without dragging on in any places. Such an engaging topic for a competitive scene I had no interest in 12 minutes prior!

I don't believe it was something unique to him, but it was just a direction to take someone otherwise unremarkable (best I can recollect). Can't recall quite everything, but I do remember the tech of Omega's "Dragon Thunder" being well loved and respected. 0:07 Can't even recall if he had the option to pick Galick Gun instead of Kamehameha. Doubt the game knew to recognize that GG is better than KMHM (they never do even though it is canon). Certainly don't recall the option to pick moves from other characters even with anime-only showings of him doing it (for the canon parts of him **if not the non-canon pretending he had stuff from lesser Z-fighters**). The Spirit Bomb thing was always hyper silly (stupid energy, indeed). With how they handle KK, it is better he never got it as a 'form' though a pity no Capsule for the same KK barrage as Goku was possible to equip for our lad. Same to some other moves of early samples. Technically, Dirty Fireworks SHOULD be a thing he can do, for instance. NOTE: Really, after absorbing updated samples from "Nameless Namek", even Light Grenade SHOULD be on the table for Imperfect, actually. With Goku, only SPC should have IT tech (though even Goku lacks it outside a fancy cutscene move). It isn't like KMHM Torpedo or KMHM Barrage are even in the cards. Where is my man's Solar Flare (he loved that move until he got to his 'final form')? 0:10 Some recognize this as the elbow used on Vegeta, but few realize this is the elbow Vegeta used on Goku. 0:17 I knew he was up there, but number 1? Amusing. I liked using him as an Adult Cell Junior spamming the anti-2.5D attack. 0:23 This damn move.... NOTE: Only way it gets more GOAT'd would be letting us repeat cast (tacking to get bigger like when done to deal with a ki barrage **of all thing**). 0:44 >tier list Not surprised with S+. For S, easy to see why stretch limbs types get up there. A little surprised by Dabura (not like he tosses spears for free, warps with his cape, etc. as in UB22). His fire should be an absurd anti-invincibility attack ignoring PL (though a DEF mean like armor would work). Doesn't even get the stone spit for set-ups. Would be neat to see each tier as a vid explaining why they're where they are. Like Vegeta. Didn't expect him so high. I remember Majin's Atomic Blast being potent as with Final Atonement, but I can't recall access being so amazing (though he can also go the SS4 Gogeta or SS Vegetto route in terms of utility). Not like the game even gives him the full selection of his tools (no Shine Shot at all, ki augmented strike isn't there, only AoE is from an ULT, etc.). 1:02 With how they work to open up, escape harm, etc., yes. Definitely needed 'levels' to that mechanic (nuance it would be less busted and meta defining). 1:38 >taunt With the AI, this was hilarious to spam at a distance taking their ki away (and baiting as with charge attacks). Get them to nothing to take away their DEF options, tucker them out then have your way for free. 2:07 >flows into each other Truly a PERFECT design. Gero's computer made A LOT of mistakes, but this wasn't among them. 2:37 Another boon, yes. 3:07 Straight to the best move. No idea why Semi has it (never used). Really, he should have it with Imperfect unless we're implying he got it from 17. Whatever. Barrier is technically different in what it SHOULD be doing from what he gets to do with it in the game (and would be more like the AO thing Gohan does **ignoring the time he pushed Garlic Jr. into the Dead Zone where he was trapped for the entirety of the Budokai series**). 3:27 Yes, we see 17 with it. The 'upgrading' system was cool for B3 and returning with it (if not expanding) would also be good (in tandem with UB22 and DBGT:FB style usage based move upgrading to an extent). Just not the same as making OC (would need more parts to make non-included characters). Pick skin color, recolor existing outfits, etc. Way down the road something like 'Ghosts' (for AI battle) could have been a thing (as in T8). 7:21 Such a goofy move IRL, but here it works (when landed). 7:29 I like having these moves in general. I always thought the best characters were frieza or cooler because they can revive with their metal forms, but I imagine competitive people don't allow that
Kinda right: *IF* Spaceships are allowed, you must start with 2 HP bars, not 4 like your opponent. So you have no reason to use them, really, considering how much better "Breakthrough" is.
In my eyes Cell it's one of the best Villans of the DBZ Series, and he's my personal favourite Villan. Cell was arguably the Z-Warrior's most difficult opponent and not just because he was strong but also because he was strategic (a rare trait for a Dragon Ball villain). He has the cells of all the Z-Warriors and their enemies (most predominantly Goku, Vegeta, Piccolo, and Frieza) which he can use to his advantage both in fighting abilities and psychologically. Previous and following villains were quickly surpassed in the arcs that succeeded them but in the Majin Buu Saga no one matched let alone surpassed Cell till Majin Buu himself came. He even not only made Goku give up but is the only villain to successfully kill him. Cell is easily one of the more iconic Dragon Ball villains and his influence reflects that. Despite bein alive for only a couple years he led way for the Saiyans to surpass the SSJ wall and allowed Piccolo to become one with Kami. His defeat also allowed Mr. Satan to go from world champion to world's savior who later went from one-note gag to a greedy yet decent goofball (legit) hero. Dragon Ball is often perceived as super simplistic never taking any risks with it's story and characters but Cell is a surprisingly complex character. As already mentioned, he has the cells of all the Z-Warriors and as such he shows numerous personality traits of them such as Vegeta's ego, Piccolo's cunning, Frieza's faux politeness (without the sarcasm), Daimao's sadism, and the Saiyan's lust for a challenge. This also ends up being his downfall as he makes the same mistakes he criticized the Z-Warriors for making. ☯️✌️

I think the game wasn't meant to be this much studied even when you know how to play, technicall/competitive things weren't devs goal. For example i think faster frames of Cell basic moves were there to sharpen cell character and impression of power when in story mode, or Cell undodgeable barrier was a compromise to push the player who now so far in the story knows the teleport move, and also a technical design that the barrier hit-box is all around, so the devs just saw a good compromise
This is quite an important point, I'm glad you brought it out. Budokai series was actually *NOT* meant to be competitive by its Devs, they did actually know about canceling, juggles and other tech's, they just DIDN'T WANT people to find out. Why? Because they were trying to market the game as a "party game" and were afraid that exposing his depth in the competitive field would've driven away the customers. Little did they know, it was actually the deep tech that kept people playing it. Ironically, Budokai series has been sabotaged by its own Devs just like the Melee scene. Idk why Cell has better Frame Data than the average, but having worked on our Budokai 4 Project, I can tell you *for sure* why it's unteleportable: its hitbox extends behind Cell, so a player teleporting it would still get hit for full damage. This happened a lot in our Budokai 4 Project, and was caused by misplaced hitboxes. And since Budokai game engine is *really* wonky, it was easier to make the attack unteleportable than actually fix its hitbox. lol
Holy shit I had no idea Energy Field was unable to be teleport countered. I wish I'd known this in college when me and my buddies played this game for hours a day 🤣🤣
I used a certain set of capsules to make Cell transform from Imperfect straight to Perfect at the start of the fight. Granted, I could only use either the Kamehamaha or the Spirit Bomb as his special attack, but it actually made me better just fighting with fists and small ki blasts. Just like in the anime, Perfect Cell was a beast when it came to physical fighting. I didn't use the Super Perfect Cell capsule either, just Perfect Cell.
B3 competitive PvP meta changed a lot, many characters dropped from top to low tier (Bardock), while others rose up significantly (Super Buu). Cell is the best, but luckily he isn't too strong. In our recent events, we never banned him, nor I think we should.
True, but he is in the rest of the world. And not always the best character is the most beloved one: take IW, for example. There, Pikkon is clearly the #1, but he's not a fan favorite in any way.
Its funny playing this game as a kid and getting into fighting games like 10 years later on a whim. Looking at a game i mashed buttons in with fighting game experience in mind is wild. Edit: Given cell was/is meta in fighterz its interesting its the case in budokai 3.

There are actually several match-ups Cell has a hard time with, mostly kid characters, and our PvP meta showed that Cell isn't as unbalanced as he looks like. But the point about the smaller brother/cousin is 100% true. lmao
@@BitterTast3 In fact Vegito is a Potara fusion, the only one of its kind. He's not exactly allowed, but you can make a "gentlemen agreement" with your opponent to let you fuse and use him.
No, Budokai games have no highs nor lows. The mix-ups in this game come mostly from charged attacks (uncharged, half charged, fully charged, canceled) and their unique properties (armor, start-up, juggle on Counter hit, etc.) at the end of the strings or mid-strings; while some other starters - like Cell's P jab - force other kinds of mix-ups revolving around teleport. It's quite simple and yet extremely complex, but also totally different from a "traditional" fighting game.

Yo you can't counter warp through his energy shield attack. So by default he will win on damage alone. 17 also. Especially if you use concentration capsule

It's because of how the original Japanese audio works. Norio Wakamoto never changed his tone for Cell's other forms, so that carried over in English.

Knew it. Real "Dodge this" vibes. Others had a barrier as I recall, but he was my go-to for this cheesing. Others had neat aspects, but "Energy Field" was a GOAT for how this system worked. Want to step? I bet you do. Want to warp? Gonna need another game, lil' bro. Gotta hold that in a lot of cases. Backstep style answers or mutual i-frames? Sure, but more likely than not you just gotta block as I recall.
NOTE: With Piccolo, "Light Grenade" had good damage for the cost, so I would go all-in on the cost efficiency. For Raditz, I just liked to meme him with DEF (the tank). I don't believe it was something unique to him, but it was just a direction to take someone otherwise unremarkable (best I can recollect). Can't recall quite everything, but I do remember the tech of Omega's "Dragon Thunder" being well loved and respected.
0:07 Can't even recall if he had the option to pick Galick Gun instead of Kamehameha. Doubt the game knew to recognize that GG is better than KMHM (they never do even though it is canon). Certainly don't recall the option to pick moves from other characters even with anime-only showings of him doing it (for the canon parts of him **if not the non-canon pretending he had stuff from lesser Z-fighters**). The Spirit Bomb thing was always hyper silly (stupid energy, indeed). With how they handle KK, it is better he never got it as a 'form' though a pity no Capsule for the same KK barrage as Goku was possible to equip for our lad. Same to some other moves of early samples. Technically, Dirty Fireworks SHOULD be a thing he can do, for instance.
NOTE: Really, after absorbing updated samples from "Nameless Namek", even Light Grenade SHOULD be on the table for Imperfect, actually. With Goku, only SPC should have IT tech (though even Goku lacks it outside a fancy cutscene move). It isn't like KMHM Torpedo or KMHM Barrage are even in the cards. Where is my man's Solar Flare (he loved that move until he got to his 'final form')?

Not surprised with S+. For S, easy to see why stretch limbs types get up there. A little surprised by Dabura (not like he tosses spears for free, warps with his cape, etc. as in UB22). His fire should be an absurd anti-invincibility attack ignoring PL (though a DEF mean like armor would work). Doesn't even get the stone spit for set-ups. Would be neat to see each tier as a vid explaining why they're where they are. Like Vegeta. Didn't expect him so high. I remember Majin's Atomic Blast being potent as with Final Atonement, but I can't recall access being so amazing (though he can also go the SS4 Gogeta or SS Vegetto route in terms of utility). Not like the game even gives him the full selection of his tools (no Shine Shot at all, ki augmented strike isn't there, only AoE is from an ULT, etc.).

7:09 Seeing this stuff reminds me how I wish the Budokai series got a true B4. One that wasn't focused on telling the story (again) or even so much as the movies (though what-ifs are fun). Wasn't concerned with online. I'd rather make tournies (with varying rules) like the Budukai, Cell Games, Other World, Baba's, etc. Most importantly, make characters using existing parts (races, build, attire, face, hair, capsules, etc.) with some degree of limitation for mix-and-match. The 'upgrading' system was cool for B3 and returning with it (if not expanding) would also be good (in tandem with UB22 and DBGT:FB style usage based move upgrading to an extent). Just not the same as making OC (would need more parts to make non-included characters). Pick skin color, recolor existing outfits, etc. Way down the road something like 'Ghosts' (for AI battle) could have been a thing (as in T8).

NOTE: SS3 really should have drained ki notably faster while draining MAX HP slowly (unless dead and in Other World) with the latter more being a meme detail reflecting canon (life span). Would be going too far to have it be that you can't really regain ki with it active and it destroys baseline ki bars over time (down to seven small ones if maintained too long). That would be catastrophic even if it weren't offering very little in the way of power. Mind you, this WOULD be a good way to make clear it is NOT a good choice to use (unless in ideal circumstances).

Cell and SSJ4 Goku I remember being stupid strong
Ironically, Goku fell quite hard from the top of the tier list.
In my eyes Cell it's one of the best Villans of the DBZ Series, and he's my personal favourite Villan. Cell was arguably the Z-Warrior's most difficult opponent and not just because he was strong but also because he was strategic (a rare trait for a Dragon Ball villain). He has the cells of all the Z-Warriors and their enemies (most predominantly Goku, Vegeta, Piccolo, and Frieza) which he can use to his advantage both in fighting abilities and psychologically. Previous and following villains were quickly surpassed in the arcs that succeeded them but in the Majin Buu Saga no one matched let alone surpassed Cell till Majin Buu himself came. He even not only made Goku give up but is the only villain to successfully kill him. Cell is easily one of the more iconic Dragon Ball villains and his influence reflects that. Despite bein alive for only a couple years he led way for the Saiyans to surpass the SSJ wall and allowed Piccolo to become one with Kami. His defeat also allowed Mr. Satan to go from world champion to world's savior who later went from one-note gag to a greedy yet decent goofball (legit) hero. Dragon Ball is often perceived as super simplistic never taking any risks with it's story and characters but Cell is a surprisingly complex character. As already mentioned, he has the cells of all the Z-Warriors and as such he shows numerous personality traits of them such as Vegeta's ego, Piccolo's cunning, Frieza's faux politeness (without the sarcasm), Daimao's sadism, and the Saiyan's lust for a challenge. This also ends up being his downfall as he makes the same mistakes he criticized the Z-Warriors for making. ☯️✌️

But you want to have each transition start with you reading the title of the upcoming chapter, verbatim, (but a shortened version is also good, like "The P Jab", while the video editing is progressing. That way, it would flow more smoothly, especially if you emphasise each part of the phrase, such as "Every. Tool. He. Might. Need". Anyway, thank you for giving us this lesson in Budokai 3. Keep up!

I think the game wasn't meant to be this much studied even when you know how to play, technicall/competitive things weren't devs goal.
For example i think faster frames of Cell basic moves were there to sharpen cell character and impression of power when in story mode, or Cell undodgeable barrier was a compromise to push the player who now so far in the story knows the teleport move, and also a technical design that the barrier hit-box is all around, so the devs just saw a good compromise
This is quite an important point, I'm glad you brought it out.
Budokai series was actually *NOT* meant to be competitive by its Devs, they did actually know about canceling, juggles and other tech's, they just DIDN'T WANT people to find out.
Why? Because they were trying to market the game as a "party game" and were afraid that exposing his depth in the competitive field would've driven away the customers.
Little did they know, it was actually the deep tech that kept people playing it.
Ironically, Budokai series has been sabotaged by its own Devs just like the Melee scene.
Idk why Cell has better Frame Data than the average, but having worked on our Budokai 4 Project, I can tell you *for sure* why it's unteleportable: its hitbox extends behind Cell, so a player teleporting it would still get hit for full damage. This happened a lot in our Budokai 4 Project, and was caused by misplaced hitboxes. And since Budokai game engine is *really* wonky, it was easier to make the attack unteleportable than actually fix its hitbox. lol
Holy shit I had no idea Energy Field was unable to be teleport countered. I wish I'd known this in college when me and my buddies played this game for hours a day 🤣🤣

I used a certain set of capsules to make Cell transform from Imperfect straight to Perfect at the start of the fight. Granted, I could only use either the Kamehamaha or the Spirit Bomb as his special attack, but it actually made me better just fighting with fists and small ki blasts. Just like in the anime, Perfect Cell was a beast when it came to physical fighting. I didn't use the Super Perfect Cell capsule either, just Perfect Cell.
Welp no wonder he can counter me on Z3/Lvl. 99 DA. Guess I got to pick this guy up sometime.

B3 competitive PvP meta changed a lot, many characters dropped from top to low tier (Bardock), while others rose up significantly (Super Buu).
Cell is the best, but luckily he isn't too strong. In our recent events, we never banned him, nor I think we should.

There are actually several match-ups Cell has a hard time with, mostly kid characters, and our PvP meta showed that Cell isn't as unbalanced as he looks like.

He's not exactly allowed, but you can make a "gentlemen agreement" with your opponent to let you fuse and use him.

How does the mix of this game work? Is there high or low?
No, Budokai games have no highs nor lows.
The mix-ups in this game come mostly from charged attacks (uncharged, half charged, fully charged, canceled) and their unique properties (armor, start-up, juggle on Counter hit, etc.) at the end of the strings or mid-strings; while some other starters - like Cell's P jab - force other kinds of mix-ups revolving around teleport.
It's quite simple and yet extremely complex, but also totally different from a "traditional" fighting game.
