Just don't kill any of them when helping the town and you can still get into the prison. You can do their quests up to the part where you scout Primm, where you have the option to turn on them and help the NCR by talking to the lieutenant. Since this is the last quest of the chain, you're just missing that two lines of dialogue from the powder gangers. The ones at Vault 19 aren't aligned with the ones at the prison, meaning they don't immediately turn hostile and you can still do their quest. Ultimately, as long as you play that first mission right, you can do all the Powder Gangers content even while doing an NCR-friendly playthrough.

This is well edited. Straight to the quest related content. The voice lines and attack on McCarran is a nice touch, hah. Though having never played Powder Ganger content before, I'm curious if there are some Goodsprings survivors left, be it Doc Mitchell or the shop, you didn't go to their places or see their corpses.
The survivors are Chet and I believe 2 goodsprings residents the one with the bighorners and the dude in the white house closest to the gas station Ringo is holed up.
Honestly all these factions deserve the chance to rule the Mojave. Powder Gangers are no exception. If Obsidian had more time we could've gotten that: After the Powder Gangers take over Vegas they become a powerful crime organization ruling with fear and ambitious to rule over the rest of the Mojave.
I did kind of leave Primm to them I just didn't kill the residents in the casino or Beagle as I wanted to see what the end slide would be like. Turns out the game considers it like I'd never been to Primm and didn't get an end slide for Primm.
@@cyak I used to have those ideas. If the slide is not on the wiki, there is no such alternative no matter what you do. When I was doing my run of the bos I was left with doubts about it but with tests I saw that there are no more slides
