Besides, pretty much all communities have laws where semi trucks can park and go.. there's truck routes clearly marked... Where I live, that truck would have been called, the drivers CDL suspended, and if he works for a trucking company, he would be fired.
IF this was real I would have called a tow truck the second I saw that truck there. Calling a Semi tow is a thousand dollar + tow. Then a lawyer to sue Karen personally for the damage. The HOA shouldn't pay for the ignorant Karen. When you own a over half million dollar tow vehicle you want a lot to hire it out.
The first thing you do is call the cops and report the trespass and get them to have it towed at owner's expense. The second thing you do is call your lawyer, and sue her into penury.

If the truck wasn't gone within the hour I demanded, my next step would be to have it towed. My next action would be to send a demand for restitution of damage to my property. Then call a lawyer and begin a law suit against the OWNER of the truck. As to the HOA's "no trespass" sign installed on MY property? Anything placed on my property requires MY permission...anything installed on MY property without MY permission will be removed by me.

They get away with it because people let them. I lived in a gated community with many of the same stupid rules as a HOA. I beat the at their own game.
