James Gunn has said in an interview that he believes Weasel is actually innocent of the whole killing kids thing and the locals were just blaming unrelated crimes on the giant rat freak and he's actually as harmless as a fly. This is my headcanon, especially given how Weasel appeared in the film.
In the animal kingdom most predators eat baby animals cause they are less able to fight back so maybe hes not a serial killer type but just following his natural predatory instincts.
A small detail in the movie (that I might be overthinking) is that during the scene where the first squad is taking off in the helicopter, TDK has to help Blackguard with his seatbelt. Meanwhile, Weasel is already strapped in. This implies to me that Weasel managed to strap himself in and is comparatively smarter than Blackguard. Also, please do Rick Flag and The Thinker next.
I want to believe that Weasel just popped out of the woods onto the highway and waved hello to twenty-seven kids on a passing school bus, and the driver freaked out and drove off a cliff. Authorities just pinned it all on Weasel.

The killing of twenty seven kids was just what Rick Flag was told. After all Flag was on the part of the team that was sent in to be a decoy for Blood Sports group. Flag thought he was the main group. He did not know that Waller want to make sure that the information about U.S. backing the Starro project was destroyed.
Hes an Animal over everything, the young are easy prey and if an animal isn't being taken care of they'll start preying on things to eat. I think he was food motivated like Weasels very much are, you can't fault him for reverting to instinct to get what he needed to survive, its not Children to him, its meat to sustain himself, I see no fault even if he did kill twenty seven children, even though Waller isn't a reliable information source and just needed a body... hes a carnivorous animal doing what carnivores do...
Fun fact the weasel is one of the first ever suicide squad characters in the comic books and I believe he was a teacher before he became a mutant weasel thing so maybe some of that intelligence is still there

Of course, this is just a little glimpse into the film's brainstorming process, and not "canon." You can't include ideas that didn't make it into the film as canon, of course. But it is an interesting take on the social psychology of scapegoating.
I would love to see you analyze the characters from the Doom patrol. PTSD, multiple personality disorder, internalized homophobia and a spectrum of other traumatic issues. It's one of the best DC shows that isn't afraid of adult issues.

I had a discussion with my parents about death (which I initiated) when I was two, after hearing them discussing a distant relative who had died. I asked how did he die? Was he hit by a car? They said he died from old age. This totally messed with my world view: I thought if you dodged all the bullets (TV) and looked both ways before crossing the street, you should be able to live forever. I burst into tears, stating that I did not want to die when I got old. They assured me that since I was only two, that this was a LONG way off for me. I stopped crying and went to my room thinking, my parents were more than "two". What happens to them? I prayed, not for the first time, but with real purpose. I remembered learning that Jesus died and lived again...and that he could do the same for all of us. It stopped being much of an issue for me after that. Resolved at the age of two.

Weasels are excellent swimmers and love water. Weasels background does suggest a decent amount of intelligence so he was definitely putting on an act.
