Theory after rewatching it over the months:
The black-haired partner struggles with their anxieties and insecurities over the relationship.
Despite nothing actually happening over the course to their relationship that we see, they struggle with their fears and are resigned to lose the other one. It's easier for them to ache and mourn the loss of their relationship early before it even happens, and they think about letting their partner do as they please before they break up.
However, the white-haired one doesn't carry the same insecurities that his partner has. They are both in their own separate head-space despite living underneath the same roof and being together in the same room.
Due to the black-haired one's anxiety that separates them from actually being present and seeing that everything is actually fine, they are metaphorically experiencing a different reality in their eyes. They are completely focused on the worst things, like dissecting their happy memories in the globe, the cut on their hand, the frayed button on their sleeve.
In reality or the white-haired one's experience, there is nothing wrong. He thinks about their happy memories in the winter, cuts and eats cake at the table, and his outlook is romantic/positive, which makes sense if they're together.
This leaves a sense of turmoil and distance between the two over the course of the song, but ultimately, when they are able to move past their fears, they are both finally at the same table again, eating together.
In the present context, it makes no sense for anyone to be insecure or sad because everything is fine in the moment. However, the black-haired one may have broken up or lost close ones, hence their anxiety trying to protect them by resigning their relationship early. Despite a brain that means well, it is a defense mechanism that is flawed and doesn't actually function well, similar to the broken cutlery that has to be patched up since it was unusable at some point. The cutlery can also reflect past relationships and experiences as well.

これはあくまで推測ですがこの物語に出てくるキャラクターは引きこもりの息子と親で今日こそは息子が来ると思って机に食器を用意しているがその思いも虚しくだんだん置いていたカトラリーが錆びていった。息子もこんな事ダメだと分かっているけどなかなか言い出せない。

To those arguing if this is a gay or straight relationship, there is a possible answer on the top left corner of the screen in 3:38. There is a window with a rainbow on it. This may or may not display that the animation or music video is referring to a gay relationship as it may also be straight and the rainbow could show that the two people have gone through the rain and storm and ended in a happy manner. I’m leaning onto both theories as the cutlery, that was once broken, is now fixed up just like their relationship. Now, this is applicable to both straight and gay relationships but if one takes it into a lgbtq+ perspective, it’s more reasonable and plausible that the two are males despite one of them having a rather feminine feature.
Another thing I’d like to point out, like another viewer had mentioned, is that at the very end, the male/female came up to the viewers and drew the curtains. This shows that we’re just people looking through a window. And windows don’t always show all of the house. This also displays to us how we’ll never find the full story of something unless we are them. Their perspectives are different throughout this entire music video and it showed varying views. Us viewers theorizing about the two people in this music video could show that we, as the people looking through windows, would not get the full story, hence the reason why we are theorizing.

y'know, the theory that the utensils stand for their relationship makes sense. From 0:00 to 0:10 there are flashing pictures, the one on the left keeps flashing utensils, while the right flashes food a flower and a chicken. The pony tailed person is usually on the left, while the white haired person is on the right. So it would makes sense that the pony tailed person was constantly thinking about the two's relationship as Spirit Bell stated
