You honestly think that antique is the same as a brand new pinball machine? 1000 dollars will buy you a car let alone a new pin ball machine, and I thought he was crazy for turning down the pokemon cards
The experts are always Rick's buddies. I wouldn't exactly trust them to give an unbiased opinion. Obviously they being Rick's buddies are going to want to get him a good deal. If I had an item to sell I would want an independent expert to verify the value.

I watched this show for long enough that I can easily predict the customer’s asking price and Rick’s offer even before they say it.

This almost brought a tear to my eye. This game is very popular in Bangladesh, where I live. We called it "Bagadoli" and I played a lot with it when I was young 😭 Those did not have a plunger, so we played with marbles and a pencil.
Let me call my buddy from Bangladesh. He'll know a little bit more than I do.
My father and his colleagues used to played this game in my younger years.
Had that exact one as a kid in UK in early 70's.

As much as this show is scripted, the problem you are seeing is nothing but editing.. You are not hearing everything that was said during the entire transaction, it has been edited for time. I guess I shouldn't be surprised that so many people cannot figure out something so simple.
