Buddha statues predate not only the Mauryans, but also the Indo-Greeks are are found all over Nepal, as well as ruins in Bodhgaya and Bihar generally. There were, however, intermittent periods of Hindu rule where Buddha statues, temples and the religion itself faced INTENSE suppression from the ruling classes. This caused Buddhism to flee to Nepal, China, and the Far East. Buddha statues (and entire temples/monasteries) were in many cases RAZED to the ground and monks massacred. Of course, the Muslims made it worse still. India was just a deeply UNSAFE environment for Buddhism, so it fled to East Asia.
