After undergoing HIP, my bathroom tiles also like that. Tried vinegar + water solution, works a little bit only.
So far only melamine magic sponge works best but very tedious. Now I can try the mold remover.

Did u brush it. If stain too stubborn apply few times brush is than leave it than wash it than spray brush wash again.
Are the black stains caused by the dust from the expressway?
No, it mold not dust. Once you stay for long time you will see it in your tiles.
