i have installed and taken apart tons of ceiling fans in my life and i never knew that little black box was a capacitor. i learned something new today! thank you Rich!
Yeah bad capacitor can cause a motor to go out of sync making it buzz. Some fans do change start/run capacitors to change speeds instead of using separate capacitor for speeds, and those can buzz on medium and low. I have a Hampton Bay Rockport that's like that and when I wired it to remote, remote medium and low are quieter than factory medium and low.

Recently got a fan which was even slower than yours on high. Replaced the capacitor and it works well again.
