If a student is interested to apply to competitive departments electives (e.g radiology/plastic surgery), can it be done **before** the step 1 score, or is it better to wait for the score and apply to a residency department that the student could "potentially" match into based on NRMP data?
You should wait for step 1 in most cases but apply broadly.
