Likewise he said that we must watch our doctrine closely and be perfectly united in mind. So when they had disputes over doctrine what did they do? Just read the Scriptures and split up into separate denominations? No, that had already been forbidden. Rather, they called together a Council (Acts 15) and the decision of the Council was binding on all believers. People who would not accept the Council were excommunicated (in the case of Acts 15, they were the Judaizers). The ability for the Church to make binding decisions is in Matthew 18 ("whatever you bind on earth shall be bound in heaven, whatever you loose on earth shall be loosed in heaven") and Paul says that the Church is the "pillar and foundation of truth" (1 Tim 3:15). So Scripture says that 1) the Church, not the Bible, is the pillar and foundation of truth 2) that denominations are forbidden and 3) doctrinal disputes are resolved in Councils. Only one Church has been able to have authoritative councils and make binding decisions. And I'll quote which Church that is in a quote dating from 108 AD by a student appointed Bishop by the Apostle John: "See that you all follow the bishop, even as Jesus Christ does the Father, and the priests as you would the apostles; and reverence the deacons, as being the institution of God. Let no man do anything connected with the Church without the bishop. Let that be deemed a proper Eucharist, which is administered either by the bishop, or by one to whom he has entrusted it.
