Hello and thank you, for the Video. Well in my opinion, I think he feels there insecure. First he had his vocal training at the beginning of 2000 and second, I think it also has to do with his stage fright. The deep voice is something he only uses on stage/in the song, but this goes up to his "normal daily voice". So he gives away some more of his "real person" here. Strange thinking, I know, but this is how I see it and yes, they are "only" since about 3 years on stage in this formation and he as vocalist. 😉
You don't get the 'Crown of Thorns' on Olly and the Catholic self-flagellation references fron the title 'Punish Me' and the lyrics? Really? It took until the second album for the band to persuade Till to do anything other than speak and scream. They were punk rockers remember - singing didn't come into it.
It doesn't sound so bad 😆😆😆. What happens is that at first his voice was not worked, I think they did not think at first that it would be necessary 😄, but they were successful so later Till had to take some classes, still you can notice that in most of the songs By Rammstein, Till doesn't really need to sing, he actually vocalizes, there are few songs, except for the backing vocals where he really has to sing. But I think he currently does it very well, you can see in his solo songs, there I think he has been able to better exploit his voice and dare to sing more.

You're right, comparing Till's high notes with those from Rammlied. Maybe it's intentional or his voice wasn't so well trained back then.
I think it's a combination of both.

Apart from the fact that Till actually took intensive singing lessons later. The tearful howling voice in that part of the song is on purpose.
