    Canadian here. TV8's investigative reporter didn't investigate much! Didn't even explain what happened.(Does she know? / Why didn't she ask?). Her inexact questions were largely ignored.
    1: Person calling 911 but police find no crime = jailtime for abuse of 911 and no further calls.
    2: Person calling 911 and police confirm crime = jailtime for criminal and no further calls.
    3: Person constantly calling police non-emergency line (compared to all other community members) = referral to state board of health for psychiatric exam and no further calls.
    4: Person GETS calls from the police at all hours of the day and night = sue / call the FBI for investigation of constitutional violations by police / city and no further calls.

      I agree with the point about a city or municipal agency's non emergency line 📞 . I'd add 108 seperate calls, calls for service are a bit much.

This means that there are only 1 or 2 officers working at any time. What happens when there is a true emergency and the officer is dealing with someone causing trouble just to fill his YT channel.

      It doesn't. $1000 isn't excessive even on it's own, then considering it was 120 different (alleged)violations totaling $1000. An average of $1000 for each would be excessive.

    I am in favor of the ordinance. I thought this story was one-sided. Why didn't someone talk to his neighbors to get their side of the story? Did any of his neighbors who called over petty BS receive a bill? Was any of his social media accounts mentioned by any of the police or neighbors? Or is he just guessing they don't like his speech?

      Yes. That was at the end of the story. Reporter said one other individual received a similar bill. They mentioned this person and one other person call the cops on each other on a regular basis.

      In almost 20 years, I've only had to file one police complaint ever. It was noise - a lot of it - at 3 am. Apparently I was not the only one who called too. The next time they did it, I just cut the power off to the floor they rented.

    I'm confused, if these calls are legitimate they should result in charges of some kind right? Example repeated noise ordinance violations can be ticketed and go to a court, which a judge can sentence a person to fines, it seems like they either have no evidence to file any charges, citations or infractions or are they attempting to circumvent legal proceedings. Sounds shady all the way around 🤨

Pestering any person or organisation with repeated calls of no valid concerns should be criminal, as this man is alleged to do for content to his channel. He's disgusting.

      Also note that , on average , police are at his house every 3 days. He causes trouble with excessive calls, then posts how police are trying to silence him. He could be like 99 % of the population which has about zero contact with police but he chooses not to.

    I work with the police, this happens a lot. We have several people that call us multiple times a week, to report things like kids walking down the alley, the neighbor mowing while they are trying to take a nap, you name it. Some people just want attention, and calling 911 is how they get it.

    The news went easy on this guy. One look at his RUclips channel, and this guy is a frauditor and a liar. He purposely puts himself into situations where the police must get called and tries to get them in a catch 22 situation where he can file a lawsuit for money.
    This guy 100% deserves these fines. His neighbors HATE him.

      After I heard "RUclips channel", I came here looking for this...one day YT suggested an auditor video, and I've watched a ton since then...and was right to figure he might be the same. MOST of these "independent journalists" seem like a scam, in it for clicks, money and hopefully a lawsuit. Also, while it's definitely not right, a person who chooses to carry on this way puts themselves on the cops radar. Again, it's not right for the police to target/harass him, but...in my opinion, it's like you sorta KNOW there's a good chance you're going to be, given what you're doing. Iy would be interesting to see a more indepth story on this.

      There are 6 officers , one car on patrol at any time and police have to be at his house every 3 days. Do police show up at your house every 3 days? Time 108 says that he is calling police at least some of the time. He is just doing this to cause trouble and get content for his channel.

    What exactly does the city of Lowell spend tax payer money on? The cities budget problems and lack of employee's does not give them a right to bill citizens who have already paid their taxes for these services.. Shame on them!.. I don't care how many calls they get to the same address, that is what we pay taxes for!!..

      I, as a citizen & licensed security officer; since 2000, Florida; can say you can call a PD or sheriffs non emergency line, 📞 . I'd add 108 calls for a private residence seems high.

      Ok, so what about the bill you received from EMS or the Fire Department when transported to a hospital by ambulance?
      They are funded also. You use them one time in 20 years and he a $800 bill. Which you have to hope your medical insurance covers and pays.

    So when do the people get to start suing? If a department has a low case solve rate, do the people get reimbursement? Seems like so many departments are more interested in parking their cruisers and writing speeding tickets than they are in actually investigating criminal cases.

    Just to clarify, this dude calls the cops on all of his neighbors. Police department are tired of his antics because they dont have a 911 abuse law. So the city came up with billing as a way around it.

    So, in Lowell I can just have the local police repeatedly sent to someone's house until they get billed for the cost. It's a 2 for 1 harassment system. The cops are always at the door for no good reason (no mention of any arrests or fines for violations) and then comes the bill for expenses caused by someone elses actions.

    120 interactions sounds very much like harassment to me ! Noise complaint is iffy ,depends on subjective evidence ! Time ,place, decibel level ! Parking ? Put a ticket on winshield your done ! He’s staring at me ! Warn him and charge him ! Some neighbors are just A holes on both sides of fence ! But charging citizen for cop calls , total BS !

    Seems like the people of Lowell need to do an audit of their city's finances. If they have 6 FT officers and so much crime they can't deal with it all, I don't see how billing a citizen TWICE for public services fixes their crime problem.

    Sounds a whole lot like corruption at the city government level and that's what needs to be changed. Doesn't matter how many times you have to involve the police in a dispute as they are tax payer funded. I would go to the city council and either get that ordinance (which isn't a law) changed and if they don't get rid of it I'd investigate the police and their role in the ordinance and their financial involvement with the city council as this could be deep seated in the community. Especially in a small town. They claim that these calls are keeping them from more serious calls. Make them prove it. They have the ability to prioritize calls and leave a call if they are needed for a more serious situation. Don't sit by and co-sign their rotten Robinhood justification for fleasing the public

    Just tried to make a complaint about this…they hung up repeatedly…sent me to voicemail and ignored me. They are screening my number so they can avoid taking accountability. No transparency here in this city. You don’t have to be a resident to make a complaint. They violated my rights…as well as this man’s rights. You cannot charge someone because others call about you.

    If this was applied equally to all calls, then the guy would not have a case. But here it sounds like a bunch of trashy neighbors keep beefing and calling the cops on each other, and the city is tired of it. Yes the city could use another call, and the guy needs some social skills training. The other neighbors should be billed for bogus calls. All of them need a cease - Desist order
