It's actually really easy to do this without any special tool. You can use a ribbon or even a bit of string. Just tie the ends in a loose knot, poke that down through your ponytail, pull your hair through the loop, then pull the knotted end. If you can't find a bit of string, you can even do it by hand; carefully push your thumb and forefinger up from underneath the ponytail, grab the loose hair and pull it through. With a little practice, it looks just as neat.
i personally would use pipe cleaners maybe twist 2 or 3 together and then tape it at the bottom the same way so that the loop is flexible and it could fit through smaller ponys

This was sooo easy to make....as long as you got the supplies...cause I went all over my house literally to look for a hanger that was bendable and easy to cut. What I did was similar to yours ...like I used a wire like thingy hanger ....then for cutting it...I couldn't find any strong scissors.....so I used my mom's plant trimmer/ cutter thingy..and then put the duct tape on....Thanx again!

Very good idea, I did one for my daughter's hair. What I added was a section of what is known as "Heat-shrink tubing" is used to insulate electrical wiring, with this I let the Topsy Tail Tool to slide through the hair better and prevent in time the duct tape to peel off. Thanks °o°

Take a plastic circular knitting needles and bind the needle part together. There rest will be circular and flexible! Love the styles!
