Cool! You have a tap that dispenses hot chocolate! This is why you never use hot water from your tap when cooking food or making a cup of tea. Always fill your a pot or the kettle from the cold water tap. Also a good idea to run the cold water for a few minutes in the morning to flush out the pipes before you fill the kettle.

It's generally a good idea to remove and clean the screens at each spigot, prior to purging the air out. This will allow any sediment and debris to flush out as well.
These screens are typically located at the end of the spouts, a (very light) turn with pliers will remove ones that are too tight, and replace them hand tight.
Note: some spigots don't have removable screens, so be careful when using pliers, as too much pressure will damage a spigot that doesn't have removable screens. Light pressure is all that is needed to loosen those that are serviceable.
Oh and remember, righty tighty (clockwise)- lefty loosey,(counterclockwise)

I turned off the cold water line going to the heater, turned on a hot water tap until water quit going through, and then opened the drain plug on the bottom of the heater to drain out the excess. I also opened the relief valve to help air flow through. It seemed like it was finished, but then I turned on a cold water tap at my basement sink and noticed that water came flowing from the heater's drain plug. A half hour later it's still flowing from there? How can this be?

I bought this water heater ruclips.net/user/postUgkx8G49mV71sAzUl9shXyLW-r3XgHH9EVh1 for use in my bus conversion. I installed it under my kitchen sink and it is fed by a high efficiency on-demand LP water heater. It is both a backup hot water source as well as a water saving device since we have hot water on demand rather than having to wait for the gas on demand water heater to finish its ignition cycle. I decided on this water heater due to the fact that it only draws 1300watts when it's ON instead of the 1500 watts that most Water heaters this size draw. In an RV a couple hundred watts can be a big deal. With very low standby losses, I don't have to worry about excessive power consumption. When propane is not available for our gas water heater, in conjunction with our low flow shower head there is enough hot water available to shower, albeit we won't be taking "hotel showers." Also very happy with the recovery rate of this water heater. Granted, it is quite small, but it does exactly what we need it to do.

looks like it's time for a new domestic water heater - brown/rusty water isn't a good sign - probably that your tank liner is not longer protecting the water from corroding from the tank rusting on the inside - that or you have older galvanized piping that is corroding! BTW I design mechanical and plumbing systems for a living. The correct term is domestic (electric/gas) water heater, NOT "hot water heater"...because you don't heat hot water right?
