This has been going on for decades. Even when I was in the Marines at the end of Nam, this kind of crap was going on then. It's a form of phycological harassment. It's just more evident now with all the technology we now have to document events such as this and gets into the hands of the media. When I was deployed on Naval ships in the Pacific, Atlantic and Mediterranean, with the size of our vessel, we occasionally would have another country ship play games and cross in front of us knowing we would take evasive maneuvers to avoid the collision. Avaition was no different, especially with Russia. Remember the scene in the first Top Gun where, I believe, Maverick flew his fighter upside down above the Rissian fighter and took a picture of the Russian pilot? It was a little BS but it was close to the crap that goes on between both sides. However getting to your question on an "act of war", I tend to agree with you. We as a country take a lot of crap thrown at us and we just take it. From my days in the Marines, we were always told, "We are better than them, and they know it".
