- This week the Federal Aviation Administration opened an investigation into the latest "near miss" on Reagan National Airport (DCA)'s runways.

This one doesn't appear to be an issue of too many flights, it's a matter of ground control and the tower not knowing what each other is doing. That's and even bigger problem, because volume has nothing to do with it. They could just have a handful of takeoffs and have this scenario happen. Is this the way it works at all airports that ground and tower don't know what each other is doing???
