This footage must have been made after 1972. Trams were running along Rákoczi street, crossing Erzsébet bridge until December 31, 1972 and there's no sign of them in this film.
I would say this is a 1973 and/or 1974 footage shot on Super 8mm B&W reversal film. My bet is for 1974. Definitely nothing to do with 1970. As for the color footage, based on its colors and granulation, I would say GDR ORWOCOLOR or USSR SOCHICOLOR Super 8 reversal stock.
As RK-vb1el said, the streetcar line on the bridge is already out of service (1973), but at 1:20 you can still see the tracks. These were removed in the summer of 1975. At 5:22 you can see the construction site of an ugly office building at Szent István Square, which was completed in 1974. So the footage is most likely from 1973.
2:18 to 4:20 in Black & White and also staring at 6:22 in color -- Dunapark Étterem Restaurant, 13th district, Szent István Park & Pozsonyi út. It's still there, looking pretty much the same outside and inside.
the shooting was made definitely between 1975 -1978. The dating is based on the lack of tram rails (removed in 1973) and in the film i noted car platenumbers with UF letters which series came out in the later 70s, but the Pest bridg-head still has not received the traffic tunnel buit in 1978. So the periode I guess is 1975- 1977
