I believe he was talking about how if you have a bunch of m.2 drives installed they can start running at slower speeds because there is a limit on the bandwidth. As far as I understand the CPU has a certain bandwidth and certain slots will correlate with that and other slots will run off the chipset (motherboard) bandwidth. To get the fastest speeds from your drives it might help to look at the motherboard manual and find out how many drives can be active before speeds get reduced. It's likely not something that most people would even notice the difference but it certainly wouldn't hurt to look into it. Also whether those drives are running at Gen 3, 4 or 5 speeds will also likely impact how much bandwidth you are using up and have remaining.

Am I wise building a whole new system around am4, or can I get any other cpu for around that price that would out perform the 5700x3d?
Not necessarily. You do need an operating system, but it doesn't have to be Windows 11 or even Windows. Without an OS, your PC won't do much. Its just that Windows is the most popular desktop OS so that's why most PC builds use it.
You don't necessarily need to update the BIOS before installing Windows. However, in certain instances, updating the BIOS can help with Windows install issues.

if you're already on am4 platform the 5700x3d is great but if not go for 7500f/7600 for cheaper but you get an upgrade to ddr5 and am5 for a bit more of a premium price.
Unless the CPU needs it (either for compatibility or for performance fixes, e.g. Intel microcode fix, or major Performance improvements such as with Ryzen 9000) there is often little advantage to doing so for most people

You can go with either but to get more of a complete look I would go with an atx but if you like the snaller boards then go for it.

That'll be an old AM4 motherboard. You want an AM5 one, which is the latest gen.

It is good but you could move up to am5 with ddr5 e.g 7600x would go well with a 4070 super or even a 7800x3d for overkill
Also consider the 7800xt for the GPU as it's cheaper.
