Our economy cannot support an all out war, whilst China can (well, at least for a much longer duration) We lack the number of actual technological advancements to compete in such wars. Precision guided munitions are used for high value strategic targets (like bridges, power plants, dams, military establishments etc.), and are very costly. That's why these kind of bombers (Jaguars) are required to bomb and destroy tactical and regular defences of an enemy on a budget.
If the Jaguar is any good at, it is doing terrain hugging flights. The pilots say that this aircraft is much livelier in the low altitude than in the higher altitudes. I read how the french flew terrain hugging missions in the middle eastern wars, solely because of its reliable terrain following system. It didn't had a radar though.

Jaguar and J7 is ground attack aircraft so they not going for dogfight. These type of aircraft is cheaper to operate and our airforce will operate till 2040 because we don't want to drop expensive guided bomb instead will go for non-expensive alternate until we have defence budget of that of USA.

Indian air force lacks 2 important aircraft which in my opinion are essential 1. Close air support beast with high survival ability. Best example A10 warthog. This plane was designed to look ugly but combat survivability is unparalleled and gives CAS to infantry. Russian Su 25 frogfoot comes close. India lacks such aircraft. 2. EW aircraft like boeing F18 E/A 18G Growler. This becomes essential if you want to be a force to reckon with in connected warfare or network centric one. It is american philosophy and not Russian one. So, we need to use Tejas as a platform to develop our own. Rest of the capabilities will slowly develop. We are moving towards american philosophy, having used russian philosophy for so long.
Nothing is useless, just need the intelligence and innovation to make it useful. Even 50yr old fighters can be used as decoys when there is haze of war and that could mean life or death even against a superior force.

One main reason that they don't use JL-10A for terrain following because it's a mechanically scanned array radar and takes almost 16 seconds to switch between ground and Air mode, meaning while using one mode, it completely loses access of tracking to other mode. Indian Su-30 MKI or newly introduced Rafale can do that switch in milli seconds, technically enabling it to use both air to ground and Air function simultaneously, thanks to the Electronically Scanned Array radars they have
