Older books can be found but they made their followers throw away the old and buy the new.. There are some policies that aren't published and specific to the Sea Org, those would be harder to locate - people would have to come forward showing they snuck them out. When leaving the Sea Org "properly" they go through your things making sure you don't have anything. People who've blown would be the best bet on Flag orders, and commodore's messenger orders etc
