    I live in Eugene, born and raised. I have used cahoots and see the benefits of the program. They do everything from rides to just talking to people. I believe this is what should be done instead of cops being called as the go to.

      Free Uber!!! Pay for by your tax money. I thought that's what the buses are for? If the talking works, Eugene will be an Utopia. Sadly it is not and full of tents and services that just attracts everyone and does little to help people become self-sufficient.

    having trained professionals like social workers work directly with cops is something that needs to be implemented everywhere. The mental health professional can diffuse the situation and alleviate any tension, in case that person is an actual fucking psycho the cop is there to help keep the mental health professional safe.

      Well like the video said, the social workers only require police backup on 1% of calls. I work in emergency psychiatric care. I can very easily de-escalate an agitated and potentially violent person who is having a mental health crisis without laying a hand on them, I do it all the time. Police can't, they're not trained to. We should all stick to what we're trained to do.

      In floriduh cops get a kickback for taking people to the nuthouse and they make a sick person feel like a criminal. They cause PTSD just to make money.

    This could really save a LOT of disabled and mentally ill people who all too often get brutalized and murdered by the police. Imagine being shot by the police because you were attacked for ‘resisting arrest’ when you’re deaf and never saw them coming? Or like my older brother- having a seizure and then being repeatedly tased during the fit.

      My brother has extreme mental illness and the cops have come out probably more than 75 times and never there has been an incident. He's been in and out of Mental Hospitals all his life. the system does not work for people. Don't respect authority or the police and try to attack and kill them these are the people that system does not work for

    Well I almost died of an asthma attack in my university because when I called 911 they sent the police instead of an ambulance. Long story short that delayed my care by about 15 minutes and I ended up needed to be intubated. Before someone says oh you should’ve had your inhaler, not only did I have my inhaler I had my nebulizer and I had done 3 treatments and it didn’t work. That’s why I called 911.

      Damn... I can't imagine 🤦 I had an episode last December, but I got myself to the ER because nothing worked just like yourself... To have 15 minutes delay can feel like a lifetime. I'm glad you are here to tell your story.
      Unfortunately, a lot of small towns and cities spend a lot more money on the police department instead of ambulances, so cops will get to you faster than an ambulance can if there aren't enough ambulances. I hope this program works.

      My psychology teacher told me this story about her family that was diabetic. He was driving and didnt check blood sugar and was driving like a drunk person. If it was any police who didnt recognize the signs he would have been dead while going to jail.

      Sir Rivet have to disagree. I participated in writing a brief to the Eighth Circuit back in the early 90s which argued that the crack-powder disparity was racist. I knew it was a very weak argument. The chief judge of the panel, a black guy appointed by a Democrat, was most dismissive of the argument. When crack came out in a big way, congressional black caucus was all for the harsh sentencing of crack offenders because they wanted the drug out of their constituents’ neighborhoods. When crack was first popular, everyone thought it was going to destroy its users. The congressmen did not want their constituents dead or destroyed. Like almost all of society’s ills, the road to hell is paved with good intentions. However, I do question the intentions of the Congressional Black Caucus today. Why don’t they advocate of an end to the war on drugs? Any policy maker who does not support an end to the war has either blinded themselves to the evidence or is acting out or political self-interest. Either way, today’s politicians have way more blood on their hands than the cops, the KKK, and every other evil that has fallen on the black community since 1900. Ironically, Trump, through the passage of the First Step Act has done more in this regard than any black politician has public ally advocated. Still, a lot needs to get done. First, end the war on drugs. Second, pardon all non-violent drug offenders.

    As someone who has volunteered in for profit halfway homes for the mentally and emotionally incapable, I vote to reduce the for profit and increase not for profit homes and state hospitals

    I love this! I work in mental health care at a psychiatric crisis treatment center in Nashville, we have a sort of hybrid of this. Police generally do respond to the calls (psychotic episodes, interrupted suicide attempts, drug addicts disturbing people, etc) but instead of taking the people to jail or the hospital they bring them to us. The police spend an average of 9 minutes per call transferring the patients to us and it has saved our city a ton of money and has saved our police officers countless headaches. And the sick people get real help. Regardless of your position on the police, they are not mental health care workers and they shouldn't be expected to fulfill that role. Let them take care of the criminals, and let us take care of the mentally ill.

    Cops should never be the ones to answer wellness checks, leave that to the ones actually in that proffession
    This is a long process to change police brutality with defunding the police and in the long run it could help, it's something we have to aim towards to make our own communitys safe. In the long run it saves lives and helps communities, it's worth it to implement changes because whats been done has obviously not been working.

      When i worked security in Chilliwack BC Canada we did wellness checks all the time. I ended up saving 3 lives performing CPR and using Narcan for overdoses. Security wellness check was simple wake the person up and ask them if there ok if you can't wake them up its a medical emergency. If you wake them up and they attack you, you defend yourself and arrest them for assault which i ended up doing once. If there sleeping on private property that there not allowed to be you wake them up and ask them to leave. If they refuse as security we removed them by force if needed if they resisted we arrested them. We mostly dealt with homeless and addicts.

      Right! Super simple model. Social worker first and if they have further suspicion then call the police to investigate but help alongside the social worker. 🤷🏿‍♂️ Just makes sense!

    I have been telling everyone for years this is how it should be! I work in social service jobs. So many times we deal with violent people and remind them if this happens in a public setting the cops could kill you because they are scared. I would rather be bitten or punched a few times and save a person in crisis! Maybe they will pay social services workers like cops!

      @Trying Times I've known people who were hurt as social workers. I had to restrain violent teens for two years.If its to much for social worker to handle, they call the police just like always. I've had teenagers threaten to stab me, bite hard enough to draw blood, been spit on a million times, punched. Had huge chunks of hair tore out. At no time did I ever wish I had a gun! That's the dumbest idea ever. We did everything possible to not call the police.

They already should call mental health professionals and be aware of that issue and they don't . its safer for everyone to do it this way. And it creates jobs.

      @@bok.. OMG yes! The authoritarian attitude ruins interactions from the start! I supervised a group emotionally disturbed children Meeting a police officer. Most of the kids were young, but many had the police called on them and we tried to show kids cops are helpfull. He had to abort his intro pretty quick. Kids started touching his gun and pepper spray on his belt, he almost had to run away. I couldn't stop kids fast enough. He didn't know how to react. It went awful.

    We have something like this in Anchorage, AK called the Safety Patrol that is funded through the city's Health and Human Service Department.

      US is a police nation so something like this may be unheard of. This activity is something most of Western European countries do. They send social workers/mental health professionals for such emergencies not police. There is also a law that can fine someone who calls police for unjustified reason.

      Like one time at a nearly empty bus stop an angry fat homeless man started swearing obscenities and shadow boxing near a husband and wife and their baby in a baby stroller. I thiught he might be violently crazy so I called the cops on him. The police officer ended up having a sternly worded talk with him telling him to cut that s**t out.
      Could I have risked being fined under one of those Western European countries' laws?

      @@bobbuilder767 The law does exist. Not in every EU country though. You can be fined for calling police for bullshit. Treated the same as calling police as a joke, fake bombs, etc.
      Also there are mental health teams and crisis teams for vulnerable people in UK. They send them instead of police. For example when someone feels suicidal or like self harming. I know because few of people I know received such help when police was called.

      California is implementing a program like this as this video was being watched. There's already a few located in Oakland and San Francisco. The individuals involved are strictly volunteer and receive no pay for their work. They do it just to improve their communities. Hopefully their work and the data they collect will benefit this state and they can be paid for their efforts.

    Well this actually changed my mind about this concept of not deploying the police. It is not, as pushed by this narrative, directly a call to defund the police, but rather to better resource the law and order (public institutional) response to low and no risk calls, disturbances, and problems.

      @@Taintedwings4444 BLM as a movement and an organization is very different than the statement of fact that "black lives matter". Its quite rational to agree wjth the statement of fact that black lives matter while not supporting the extremist philosophy of Marxism associated with the movement. The BLM organization/movements leadership have all come out and documented, on record stated that they are trained Marxists who "are using the black community to progress a Marxist agenda". Black cultural values and Marxism are two very, very different things and in a lot of ways directly oppose one another. Also, its quite contradictory to be condemning police brutality while supporting Marxist philosophy. The CCP was founded on Marxist principals in 1921 and is the most brutal police/governmental regime in all of human history. If you want to see Marxism in action look no further than China who regularly force harvests the organs of prisoners of conscious, primarily from Falun Gong practitioners (buddhists) but also from muslims and GBLTQ individuals. The CCP operates numerous modern day concentration "labor" camps. The CCP has murdered more than 150 million people, far surpassing the death toll from the nazi regime. So.......I feel like a lot of people blindly supporting the BLM movement do not understand how it is being politicized in the background because its actually largely supporting policies, politicians and bills that actively progress and increase oppression. Biden is one US politician who directly benefits financially from the CCPs organ harvesting industry.

    I'm very conservative and agree with this approach. We have a homeless issue in my city. The liberal city council tolerates it without attempting to find a solution. Citizens call and complain if the homeless are close to their business or residence. The police are dispatched, often repeatedly to the same location, interacting with the same people. They can't arrest them (the city council won't allow it), only ask them to move on, which they do, to return later. Citizens are mad at the police because they didn't do anything and the police are in a Catch-22. They have to respond, yet can't do anything and in reality they don't want to arrest them for being homeless and police aren't in the mental health field. This circular process ties up a lot of police resources that can be better used elsewhere. Social workers are better equipped to handle these types of issues. Police aren't inherently bad, I think politicians pass laws without thinking what enforcement looks like on the street level and it place law enforcement in no win situations. When domestic violence laws were passed in my state, police weren't trained for anything other then breaking up the disturbance, arresting someone and moving on. There wasn't ( and still isn't ) someone to work with the victim at the scene about resources for personal safety and what steps to take next. Police aren't trained in that and a social worker would be a good resource allowing law enforcement to move to the next scene.

    growing up I always wanted to be a cop, I even went to college for criminal justice. However after realizing the realities of policing in America and also after taking my courses I decided against it.
    however, after seeing this program, STARS and CAHOOTS I can only dream of having a chance to be involved in a program like these!

    I was a homeless traveling kid in my late teens and early twenties and as such I've dealt with police all across the country and always had pretty decent encounters with colorado cops in general. Even ten years ago the denver police were some of the chillest people who've ever kicked me out of a camping spot.
    They'd always enquire about my well-being and tell me spots that they didn't enforce camping laws, then give me a list of shelters and send me on my way.

With the cops, or without the cops, it all just depends on the situation.     Social workers may be appropriate for "some" incidents, but the problem is, they may not be prepared for what they encounter on the scene. I like the idea of a standardized counselorenforcement co-op in the field; many agencies, especially SWAT, have already been using this approach for decades or more. It is not a new concept.

      Juuldebuul training for high stress calls is something I was wondering about too. About halfway through video she says she’s never had police backup/assistance but, I can’t help but think it only takes one time. Even if you rarely have combative situations I feel behavioral, mental, coping etc. training needs to happen. I’m glad she agreed that more proper mental health training is key.

      ​@@TheDexsword Not being used by "some" agencies. I try to avoid using definitive terms, but I would go so far to say that "most" law enforcement officers are trained, skilled-in, and gain one-on-one experience every day on the job regarding mediation and interpersonal relations.

They answer low risk calls specifically for people experiencing mental or behavioral health issues. This is what they do everyday. Do you really think they are just going to substitute out cops in every situation for social workers and medics??

      @first last in a way yes. But some are immediately dangerous and others are not. Police are not appropriate and shouldn't have to deal with every single problem in a community. I've seen Cahoots deal with people in non-dangerous mental health crisis situations in downtown Eugene many times. They just calmly talk with them about what's going on and get them to a facility that can help them. The police would probably have just been ready to put them in jail which would scare anyone in a mental health crisis and just lead to more problems.

      Here in my city of Eugene Oregon, cahoots is a blessing for many. We have a wide range of homeless people who need meds but don't get the help if they are just thrown in jail & released hours later in the same situation as they were. Cahoots can be a link between someone and hope. I seen them giving out water & food to random homeless this morning. They drive around and look for tje people that most people run from. People who everyone assumes are high, drunk or drugged up and pass by as quickly as possible. Cahoots will listen and help. Some people will understand what I mean. The rest of the people speculating that this is dumb etc...I pray them or a loved one never have to be in a spot where you need to get help because you don't have it.

    I think this could work with some issues, but I think 99% of 911 calls require a trained, armed police officer that is prepared for a potentially dangerous situation. Because you don't actually know that the situation is safe until it has been addressed and defused. I think the only time you can send a social worker instead of cop is in a situation where there is an absolute certainty that there is no physical danger

      @Catherine B I worked as a social worker for almost 10 years before I switched over to teaching. The majority of social workers I worked with were other women. There’s not a single woman that HASNT been attacked/assaulted on the job.
      I am assaulted more as a TEACHER than I ever was as a social worker.
      Literally doesn’t matter to anyone, and we still will show up to do our jobs.

      I agree. Something like this is done in Stockton CA. The police department are doing more work because of the social workers getting assaulted. So instead of having one victim, now you have 2 or 3. Like you said wait till something goes south.

      The Video mentioned that the STAR workers only had to call for police backup 1% of the time. When a mental health situation is deemed too violent, a STAR worker doesn't even get called out, it goes directly to the cop to take care of.

      Dj Walk it’s common sense when men with guns show up to a home where there is a person whom is mentally unstable and they try to “detain” (handcuff) the person to investigate what do you think the outcome will be? Use the brain god gave you! I studied psychology there are literally 100s of mental disorders one of them is depression and cops are not equipped to deal with that nor do they want to.

    This is essentially a mobile crisis program. Some counties have them, some don't. I used to work as a crisis worker in such a program, and the greatest thing that we did was prevent escalation into arrests or involuntary hospitalizations. Cops loved working with us, and the people loved us more than the cops (for a good portion of people).
    There's nothing out-of-this-world about the training needed to get good people doing these jobs. It's intuitive if you're a good person, and it seems like you either have it or you don't. These programs need to be bolstered so that good people find themselves in these jobs and can be comfortable financially speaking. The pay is awful for the amount of work and the hours being worked.

      People getting hurt is bound to happen whatever the activity, you have to look at the data and evaluate whether or not less people get hurt overall. Some proffessions are risky and these social workers should be compensated at least as well as police officiers (they probably have more training as well). I'm tired of police officiers forgetting they enrolled willingly, that they get compensated rather well for the risks they take and that they pledged to protect the public. Why would you become a police officier if you refuse to take any risk and value the protection of your life above anything else, just take up another job (just to be clear, I'm not saying they shouldnt defend themselves, but that shooting people preventively because there is a very small chance they might perhaps hurt you or pull a gun out of their ass because you couldnt see their hand for 0,1 sc is unreasonable and a complete refusal to take any kind of risk in order to help the public)

      I agree, but they were most likely responding to a situation were the person has mental health issues. And the social worker needs to convey rapport with said person (or whatever that term is called), so it's probably detrimental to have a guy with a camera pointing at said individual.
      They're not "Cops", were the TV Crew ride and run with the police after suspects who committed crime(s) or violent offenses.

    We’ve had this for years in San Diego. They are called P.E.R.T. Units. Several clinicians ride with various officers each shift. They are then dispatched to various mental health calls. They help make medical & mental decisions and whether or not to transport to a hospital for just “an evaluation” or an actual “51/50” 72 hour hold.

    This is a great idea for low crime areas. However, in high crime areas it may be problematic and potentially fatal.

      probably try say "reallocate funding of the police" instead of "defund", you guys keep saying "defund" even though you actually mean just reallocating funds from the cops. if you truly mean that police departments should outright get defunded then don't bother sending this to people since you won't actually change their views, would probably just think your suffering from some sort of mental disability

      Don't defund the police!!! Defunding the police opens the door for privatization of the police. Who can afford private police? The wealthy elite. Who cannot? Everybody else. This is CLASS warfare and the outcome of defunding the police will only result in worse oppression.

      Use the funding to advance police training in effective ways. Train the police to work better with social workers, to have advanced conflict resolution skills, use it to create more tangible resources for the mentally ill, for drug addicts and for homeless populations - such as sobrr tiny home communities for the homeless (give them paying jobs with government benefits building this communities and rehabilitating their own communities to get on their feet), make more $available for addicts to go to effective, nice rehabs, make more permanent housing situations for the mentally ill and disabled populations that help foster independence while still providing supervision and daily basic needs like meals and medications. We dont need social workers being cops. They aren't cops.

    A rookie officer was sent for a wellness check in Arlington, TX last year. The women was laying on a towel in the grass with her dog. The officer shot at the dog rushing him killing the women in the cross fire. The women's father who was the local fire captain responded. The officer was sentenced to 2 years. I can say with certainty if a social worker went out instead of the officer the chance of the women being alive would be significantly increased if not guaranteed.

    This is the first time I’ve seen someone READY and TRAINED to jump into these 911 calls. This solution is so obvious. Defund the police and fund mental health services. 👏👏👏

    I'm sure that social workers are well trained and fully capable of handling domestic abuse and mental health assistance. But that must be news to so many who have called for a social worker. The long list of absolutely atrocious social worker behavior and complaints of no assistance or support are long and sad. Everyone knows of how social workers are so overwhelmed and have stacks and stacks of cases that they can never adequately attend to. How many stories have we heard of abused children being put back into abusive home, after multiple teach and neighbor reports of abuse, only to be murdered by their abusers?

    Funnily enough this is something already in use here in the UK in different formats, they're basically rapid response cars with a paramedic and a mental health Nurse, some have a police officer aswell.
    They respond to mental health crisis in the community basically.
    Brilliant stuff, all we need now is more RMNs specifically Male RMNs in hospitals as a start.
    RMN is Registered Mental health Nurse btw, I'm a Nursing Assistant myself.

    Respectful question, just wondering how does this program save money? I’d like to think that social workers (all of which are required to have a degree) would have to get paid quite a bit more than their police counterparts, and thus it would cost more to send them out. Idk though 🤷‍♂️

      How many 40k a year social workers will elect to do this? Particularly in the rough areas of town. Will there be hazard pay? Volunteer only? Money would have to be diverted from the police budget to pay for this? Lots of questions…

    I think the 911 dispatch system is controlled by law enforcement. That is why the police answer all the calls to justify their existence. It needs to operate a a separate entity.

    What happens after the interaction on the social workers part, do they just leave them to where ever they want to go? The follow up has to be important, there has to be infrastructure to support them long term and if not your just putting a band-aid on the problem. This is a first great step but there has to be long term help and incentives to get back to being a healthy and productive person again. I would love to see a VICE series on point of contact to help and services rendered, to long term follow up. I have seen programs like this in Providence RI. where they provide these kinds of services and work with all the municipalities for a cohesive service to help those who are in crisis. One such company is the Providence center. A blend of public and private funds to help the community and its vulnerable.

    As a school psychologist students, this is so hopefully. It needs to be adopted in all areas of the USA if we want to see real change. Mental health is extremely important, even a small change like this can change so many peoples lives. God speed to these social workers.

    Deputy Zackari Parrish
    Killed December 31, 2017. Buried January 5th, 2018.
    Killed by mental unstable u.s veteran whom was experiencing an extreme episode of PTSD. He tried to be his friend man, he talked to him the same way he wouldve talked to a homie of his, like they had known eachother for years. The mental health expert on scene with him and his fellow officers couldnt see the warning signs that something very very bad was about to happen. Body Cam, season 1 episode 10. Available on hulu through investigation discovery. His murder is a prime example why we need to not only NOT defund the police, but to REFORM our outlook on what police should be responding to. To protect and to serve. RIP

    Good idea, BAD pitch/execution, Ex. Say someone at a party who is under the influence of something, and he/she pulls out a lethal weapon. What are they gonna do, talk him/her down? What if that does not work? Run him/her over with the van? I know there are other options but having Paramedics and Social Workers, (CIVILIANS), go out to POSSIBLY dangerous emergency/disturbance calls is not a very SMART nor practical. Police are there to do there jobs, granted sometimes they don't do them well, they are there for safety let them do there jobs, and make sure they do them
    properly, because "De-Funding" the police will lead to bad training, worse tactics and other situations that WILL lead to WAY worse outcomes then one dying/being killed. And so coming to this quote, A Single Death is a Tragedy; a Million Deaths is a Statistic, and also rather than implementing NEW systems I think we should Re-Think our current systems, visa vi LEO and all people in blue.

    As someone with bipolar since about preschool age and autism since birth, as well as other mental health issues, I've had police called many times when I was a kid/teen and as adult as well for various reasons. It's scary to see them as as a kid you're told they take bad people to jail and as you get older, you're aware of how much can go wrong in interactions with them, all because you think and act differently, can't control your actions, people dont understand you. I love this idea and hope it goes nation wide!
