  • Singapore's former senior diplomat talks about the new realities Southeast Asia has to face and how the forgotten Indonesian adage of 'national resilience enhances regional resilience (vice versa)' now rings truer than ever.
    Mr. Bilahari Kausikan is the Chairman of the Middle East Institute, National University of Singapore. Mr. Kausikan was Permanent Secretary of Singapore's Ministry of Foreign Affairs from 2010 to 2013. He was subsequently Ambassador-at-Large until May 2018. His earlier appointments at the Ministry include Deputy Secretary for South-east Asia, Permanent Representative to the United Nations in New York, and Ambassador to the Russian Federation.

    Normalization with Israel would be good. They have technologies that we need (farming, water shortage, etc). BUT not before Palestine gets their country back.... although Mr Bilahari is correct here, the ruling powers of Palestine don't want to give up power.

      that's the dilemma for indonesia, but if the country stick to this point forever there will be no progress. indonesian police, BIN, army etc already used a lot of israeli technologies though. in other words, something needs to be done whatever it is, rather than walking on the same spot for decades.

    Mau saran sedikit Pak, mungkin bisa dikasih pembagian segmen di time pointernya. Misal 0:00 sampai menit 1:22 adalah intro, lalu 1:23 - 5:27 adalah childhood/background dst.
    Yang saya maksud contohnya seperti di video ini, progress pembuatannya dibagi2 menjadi beberapa segmen ruclips.net/video/3NRriVUjErM/видео.html
    Jadi misalnya kalau pagi cuma punya waktu 30-40 menitan bisa lihat sesuai segmen yang lebih menarik (bagi masing2 viewer), lalu nanti malamnya baru lanjut lihat segmen2 sisanya.

    I'd like to keep myself pessimistic in order to not make my expectation going too high. That being said, unfortunately with what seems to be lack of good PR from our gov, which I assume won't be fixed at least until this Presidency is changed, there's little possibility that the gov could initiate a new nation's will/pledge to move us forward together. "Indonesia Maju" so far is just a slogan, Afaik not enough national & political figures that has been invited to discuss the details together in a comprehensive forum (cmiiw). Not to mention the long socialization process into all the Indonesian ppl... Just like what Mr. Kishore said in another Endgame eps, our political figures must escape from the 5 years cycle mindset. We need them to study the other ASEAN nations, and then make that kind of national initiative, in order to move us forward closer into S'pore & Chinese meritocracy... To match those honorable Confucianism-based principle, using our own national ideology. The "Indonesia Maju" initiative could have been used to do that after Jokowi was elected the 2nd time... Nevertheless, I'd keep this in mind for now. I hope the momentum will soon be come. Big credits to Pak Gita and crew for once more providing a brilliant content to us

    The timestamps above are mainly based on the segmenting by Mr. Gita's questions. But Mr. Bilahari answered through so many point of views I'll end up spending a day just trying to sum up each points as the title to the timestamps... This guy is a blast to listen to!
    I think this conversation is worthy enough to be reshot after the pandemic is over, or after we got a better internet provider. Because, Mr. Bilahari (I think I remember him saying he's no professor hahaha) didn't just recite his mantra about ASEAN again like in his previous speeches/lectures!
    I also definitely would like to know what he meant with "Ditto" as heard in 1:28:09, 1:30:12, & 1:33:33. A singaporean friend told me it means "same".
    But more than anything else, can someone remind me who said that quote about National-Regional Resilience because I can kinda remember it from the back of my mind that it was once teached in Junior Highschool. Because I can't find it with google searches!

    I disagree with Mr. Kausikan's opinion on head covers being imported from Middle-east.
    Someone I know had to transfer to an Islamic school because she was not allowed to cover her head in public school during Soeharto era (She was not allowed to attend classes).
    Who knows how many young women chose to loose the head cover because they couldn't afford to change schools in the past?
    Maybe they just use it (the head cover) again now.
    Because now they are free to do so.

    Very interesting and informative conversation as always, but I must say that the speaker's views are quite islamophobic when he equated hijabs to arabization or wahhabization - which is blatantly incorrect - and sees less women wearing hijabs as a sign of progress, and more hijabs as an alarming sign. This narrow way of thinking can lead to the authoritarian and racist politics that we see oppressing a lot of muslim women and men alike today.

      True.. Probably he sees it as a progress because now women can 'choose' whether she wants to wear hijab or not. It's compulsory in our religion, of course, but now women can choose. Wouldn't go that far to label him as islamophibic though.

      if u dont know bilahari, he's known to call a spade a spade, he's very outright and outspoken with his talk, and as he said in this video, indonesians are polite but singaporeans are not (to make a case for his way of speaking). he visisted indonesia in 68 when there were virtually no women in jilbab or hijab, now everywomen wear one. you may disagree and call him islamophobic all u want, but MOST OF THE WORLD agree with bilahari, and i can guarantee you most of the world wouldnt call him islamophobic, he's in the world stage for almost 40 years.

    After 37 years in foreign affairs, he seems quite foggy in assessments on China.
    Not so sure I agree with China's foreign policy being bad rather than their PR (Ironically propoganda) being poor.
    Because guess what, China has developed several grand strategies that have reaped benefits :
    1) BRI and AAIB continues to grow in strength if of course not without hiccups. This strategically refocuses energy towards Eurasia away from contentions in the Eastern Ocean/SCS orchestrated in part as well by the United States trying to encircle China.
    2) Africa. With dwindling birth rate, China needs to find other means of production and Africa is one opportunity. Own goal by West on covid (lack of diplomacy/hoarding) has further driven much of Africa to China as an opportunity for development and mutual benefit. This again is the West on doing bc it prefers to reap benefits from Africa on its own terms only
    3) RCEP. Again whilst US has blundered with TPP, China has pushed forward and successfully launched RCEP. This binds a common future between its neighbours in SEA and prevents them from being further manipulated by the US as they are reminded of the strong economic benefits to their own country of continued engagement with China against US containment policy. And we see that working out with Trump?Pompeo lack of success trying to find volunteers for their so called Quad (which is at best non committal and lip service particularly from India and Japan if not even Australia despite bluster)
    4) Covid response and vaccine/COVAX. Again instead of being victim of Western smear campaign against, China turned it on its head (largely bc of Western/US incompetence handling their own outbreaks and has successfully supported International institutions like the WHO in providing again COVAX free vaccines to the third world. It thereby is now seen as a moral leader in the developing world where the Western powers for all their preaching about 'Human Rights' are seen as hypocritical when it really matters.
    5) Russia - Instead of drawing a wedge between Russia and China, Trump and Pompeo and now Biden clumsily bring China and Russia closer (as indeed Iran). Again this plays to benefit of BRI
    6) Europe - The key continental players and Eastern Europe again see natural gravity shift to Eurasian land bridge and BRI with Comprehensive Agreement on Investment. They like many other countries are unwilling to place faith in the US which is now subject to potential topsy turvy policy changes with every switch of regime potentially every 4 years as US is increasingly polarised.
    In fact it is China that has held to its agreements long term where US has made U turns as it suits itself from Paris Climate accord to Iran Nuke deal.
    Who would you trust to keep to agreements, a long term planning China or a country subject to nationalism and political fracture?
    Like most regions, Europe will hedge whilst developing its own capabilities having been also held hostage with a weaponised US dollar on Iran and coerce to action by US bully tactics on tech and trade. There is no guarantee that Democrats can stay in power for over one term given Trump's healthy enough showing in elections despite loss.
    7) Dual Circulation - Another grand strategy rolled out by Xi amidst Covid recovery (China being the only country to register positive growth despite being hit first by Covid)
    This not only provide for more internal self reliance as China's own latent domestic demand behind to take flight but also provides both Europe, SEA and nations in Middle East, Africa, Latin America an actual growth market for their own products in coming decade.
    8) What Mr Kausikan and many do not mention on the SCS - This issue was stoked in fact by Obama turning a blind eye to Japan nationalising Diaoyou Islands/Senkaku.
    the US therefore broke from its traditional ambiguous/neutral position on the disputation and became a dishonest broker that China could not trust to stay neutral with regard SCS.
    China then thereafter became more aggressive in its claims in the SCS deciding to put facts on the ground (Note it was not the first to build Airstrips or militarise the Islets)
    But despite potential Aggravation with particularly Vietnam and Philippines, neither has been swayed towards the US false narrative of FON as a reason to move toward the US. That China has managed to keep these particularly difficult neighbours for them on side is testament to adroit use of both threat of hard power but also softer diplomacy and the carrot of cooperative efforts in the economic sphere.
    I'm not sure what Bilahari Kausikan views as unsuccessful China foreign policy.
    Sure China is a challenge and the US may still have a role to play balancing out its increasing strength but the US has increasingly become a spoiler in International affairs and potentially an erratic actor in the next decade if domestic politics continue to drive its foreign policy decisions.
    Potentially, Europe has a role to play in providing another pole but whether it has the confidence enough to move on from Cold War posture NATO irrelevance and dig itself both out of its COVID mess as well as Brexit in time to do so is another issue to wait and watch.

      bilahari is known as mr ultra pragmatist, he pulls no punches when criticising. china issue with japan in the east china sea should not be a reason for them to reclaim islands and militerise them in teh south china sea. as bilahari already said, there is a rule in place (called UNCLOS) you dont go around making and applying your own rules, as the south china seas is not owned by any country, and even though most of the area belongs to asean countries, all asean countries agree to abide by internationa law. that's why US presence will always be needed to kee p the balance, and as bilahari already stated again: the balance is needed to reach a stalemate. (which is better than a conflict, but it'd be better if china can agree to COC).

      Yes agreed, I'm sure that comment hurts the sensibility of many muslims, especially covered muslim women who are listening to this talk. I know Pak Gita is being fair in inviting guests to his programs for example by inviting Ibu Khofifah. I hope Pak Gita can bring more guests that can bring an enlightening and uplifting view on Islam, not prejudiced and demeaning like this..
