I always considered Rainbow to be sort of Metal (even though they're really just Rock/Hard Rock). I listened to them alongside Sabbath, Maiden, Saxon etc when I was growing up. Favourite non-metal bands for me would be (in no particular order) Tangerine Dream, Boston, Asia, Ultravox and The Smiths

Over the last 10 years, my appreciation and love for The Cars has been growing. Still not sure how to categorize them , they have a lot of classic rock roots, but were doing new wave-style synths before new wave was a thing, and they just have some of the coolest guitar solos in said poppy rock songs. "Shake It Up" has a solo which would not feel out of place on a metal album.
ABBA... they had this dark undertone to their pop goodness. Just do a YT search for ABBA metal cover, and you'll get a long-ass list.
