didn't work for me i had to press shift+f10 then type in OOBE\BYPASSNRO into command prompt then i could enter windows 11 without internet, my network adapters wouldn't bloody install so i had to download intel's installation manually on my other computer and save to usb to install into my new system. Windows 11 is terrible when first loaded.

@@Mikklo45 You know, in the meantime, I did get it working another way. If you can tether your phone via USB, it will get you past that point and you can hook up your Internet the regular way. Even though all my network stuff was down, the USB connection was still live and it actually worked.

Fn+shift+f10 did absolutely nothing but bring a tiny blue ball that rotates on the screen. No window popped up at all

I can open the window but it doesn't register the keyboard presses.
If anything I was able to solve this by using a cheap little usb wifi adapter. Instantly worked.
