It's got 24 cores, and for the price is offers more value as compared to AMD nowadays which have become overpriced. It also has inbuilt graphics so after a few years in case you would want to use it for a NAS, you can. Xeon processor motherboards aren't easily available and they cost a lot so that why I wouldn't recommend it for office use.

You'll access files through file browsing apps of your smartphone or file explorer in windows computers. Initially you'll need to add IP address and credentials to access data on NAS but these details can be saved so you won't need to provide these every time you need to access data. An average Joe use case could be media consumption and personal storage over the network. I can think of streaming movies over the network. What role would the internet speed, router, device types and topography play in the setup ?

You can use older PC components for NAS too, this will save some money but yes hard drives cost a lot, especially larger sized ones. You can even use a computer as a NAS but electricity bills would be much higher in that case. You don't need internet for NAS, as long as all devices are connected on LAN, you can access your files. Just use a gigabit switch with cat 6 Ethernet cables, network cards are always gigabit nowadays. Wi-Fi speeds will be dependent on your router and mobile's WI-FI standard.
