right, probably clever to target at least one border town (or close to border town). Basel seems quite ideal in this regard (now curious to go there). Could you perhaps find some time to take a flight to a similar town with three closeby borders, and then start taking trains? preferably west-wards so you prolong the day a bit. Ok, now I'm planning to make it from Brno, Czech Republic.
You can easily start at midnight and make your way to Bratislava where it's quite possible to find a drink at 2-3 am.
Than we can get to Vienna and you can find a beer at 4 am as well.
After that we'll go to Maribor. The trip gonna be quite long, but most of the pubs are closed, so we don't care.
There we'll drink some beer and go to Zagreb (it'll be around 14 o'clock when we'll arrive) and we'll have some time to get to Bosnia.
Also, I missed Hungary which can be added by a smart logistic.
I think when drinking 24/7 in a bar is your question - Central Europe is your answer.

    - Midnight, a pint in Dover, UK, you take the car and cross the channel on the ferry or take leshuttle train.
    - Calais, France. You have a good one before they close the pubs. You drive to Brussels or liège.
    - Belgium. You drop the car there and have a good Belgian beer. Take the train and head off to Holland.
    - Maastricht, The Nederlands (by 8am you already drank a cold one in 4 countries.

Each week a different comedian would talk about how they got into comedy. It was all very earnest, 'Yes, I started in music hall' type stuff... until it got to Alexei Sayle. He barely spoke about comedy or his influences but made the programme a giant pub crawl advising on the best way to manages 24 hour drinking. Instead of 'Yes, I watched the Two Ronnies every week' it was 'There's a bar round 'ere opens at 4am...' 30 minutes of Alexei Sayle getting slowly drunk was by far the best use of the format.

If you ignore drunk driving laws, you could theoretically drive this route: Pula, Koper, Trieste, Graz, Györ, Bratislava, Brno, Wroclaw, Dresden.
Taking 17 and a half hours driving it would leave you 6 hours to drink at a pub in each city, and going through 9 countries would be very hard to beat.
