Or... First set up the poll on the base, Then place top landing. Temporarily attach to the deck. Level pole and screw base to the floor. Now remove the top landing. Add steps to pole. Replace top landing. Next lift stairs up into place. Top to bottom. Screw them in place with balusters. Add railing. Simple. Done!!
This can be a one-person job.

Did you notice the square plate base, they drill that into the concrete with concrete screws.
