No, 4gb ram is too low for caches.. you will need minimum 8gb still be so laggy, therefore you can say 16gb ram in integrated graphics is playable, but if you have 8gb ram and a dedicated graphics card in your PC then you can play smooth.

No fix for this actually if you play in Intel GPU it happen but increasing Ram Size may Reduce this issue.

Latest seasons.. Requirements are too high.
You can try changing your res the lowest res the better your fps, I personally use 800x600 because lower than that it starts becoming unstable.
