Any Legion item can titanforge up to 955. Getting an item out of the Order Hall chest however seems to have a low chance to titanforge above 930. I'm assuming the game will roll a 910 (Mythic 15 baseline) item and if that item gets to 935 or above, that's what you get. Otherwise, you'll get your guaranteed 930.

honestly i'm a bit worried about the legendaries. i mean, you can 'easily' get 930+ items. that's 'only' 40 item lvls to a legy. so legys aren't as op as they used to be.
the difference in highest titanforge roll and legendary ilvl have stayed the same the entire expansion, except at the very start when they were both capped at 895

As a High-End raider playing warlock(world 50ish guild) I can say that the best relic ATM is 1% shadow damage. Not crit damage of your dots.

I almost never do Violet hold, and that doesn't even have a Mythic+ setting. Yet one of the items was from VH.
